Seaport Centre Levee System Operation and Maintenance Manual December 2022 1 OVERVIEW AND ACCESS 1.1 Purpose of Manual The manual provides requirements needed to perform operation and maintenance (O&M) activities for flood protection at Seaport Centre in Redwood City, consistent with National Flood Insurance Protection (NFIP) Regulations Paragraphs 65.10(c)(1) and 65.10(d). The levee systern must be maintained in accordance with an officially adopted maintenance plan (this Plan). All maintenance activities are the ultimate responsibility of the Seaport Centre Owners Association (SCOA/Owners). Operation and maintenance responsibilities have been transferred to the City of Redwood City (City) as owners of the infrastructure and operators of a Community Facilities District (CFD) responsible for common storrn drainage, including pump station, and the levee system. The manual has been developed as a "Living Document". It is expected that the City will update it when changes to the project and O&M occur. Significant changes to the project or procedures that could potentially impact the operation of the project should be addressed by the City for review and approval (see Section 1.2) and copies provided to FEMA when recognition is sought or when the plan for a previously recognized systern is revised in any manner. 1.2 Changes to the Project or the Manual Proposed changes to the project/system and/or its O&M Manual should be addressed by the City.
