Seaport Centre Levee System Operation and Maintenance Manual <br />December 2022 <br />road (Cardinal Way), and private parking lots. Access easements are provided over private <br />property area to allow vehicular access to the levee system. Similar access is provided to <br />elements of the interior storm drainage system and pump station. <br />There are no gates or other barriers to reasonable access to the levee and storm drainage systems <br />that is not controlled by the City. <br />2 NORMAL OPERATION, MAINTENANCE AND REPAIR <br />2.1 Introduction <br />In accordance with U.S. Army Corps of Engineers (USACE) technical guidance, this section covers <br />routine operations and maintenance details required for the proper care and efficient operation of <br />the various project elements, including levee embankments, floodwalls, interior drainage system, and <br />pump stations. An outline of operation records must be maintained and available for inspections, <br />Some activities listed below require regulatory permits and/or authorization to perform the work. The <br />work activities for specific locations will need to be analyzed for determination of possible significant <br />impacts through the appropriate environmental review and adoption process. <br />Executing the procedures within this Manual shall be the responsibility of the City of Redwood City, the <br />individual property owners (Healthpeak, Metlife, and City of Redwood City), and the Seaport Centre Owners <br />Association as applicable and as noted herein. Where not specifically noted, the responsibility shall lie with <br />the entity responsible for the Community Facilities District which is currently the City of Redwood City. <br />2.2 Levee Embankments <br />Maintenance measures are necessary to ensure serviceability of the levees to withstand flow events up <br />to the design flood event. A rodent abatement program shall be employed as soon as evidence of <br />burrowing activity is found on the levee embankment or toe. Shallow scattered holes allow for runoff to <br />infiltrate the levee and can result in seepage flow paths through the levee during flood events. <br />2.2.1 Maintenance of grass and sod cover <br />• Annual mowing of grasses to no more than 4 inches high on levee embankmentsfrom <br />top of levee to levee toe by the early summer for inspection and fire control purposes <br />• Clippings may be left on levee face to augment grasses and act as a seed bank <br />• Clippings may be removed to facilitate inspections for animal damage. Areas will be <br />chosen prior to inspection <br />• Hydroseed bare spots on levee faces due to fire or slope repairs in fall or early winter <br />months to facilitate germination <br />• Monitor hydroseeded areas for success <br />2025.276 - SEAPORT PURCHASE AGREEMENT OW <br />REV: 10-15-25 VR Page 2 of 7 BKF ENGINEERS 1841419 <br />
