Seaport Centre Levee System Operation and Maintenance Manual <br />December 2022 <br />Maintenance measures are necessary to ensure serviceability of the floodwalls to withstand flood <br />events up to the design flood event. A Vegetation --Free Zone is required to allow for visual inspection <br />of the floodwall. Vegetation other than shallow rooted grasses or similar shall not he permitted within <br />15 feet from the floodwall. This is necessary to prevent obstructions to maintenance vehicles and <br />activities. A rodent abatement program shall be employed as soon as evidence of burrowing activity is <br />found near a floodwall. <br />2.3.1 Removal or trimming of vegetation within levee easement <br />• Cut, trim, and remove native and non-native ground covers, understory, vines, herbaceous <br />vegetation, and volunteers from inboard side of floodwalls as needed to facilitate visual <br />inspection <br />2.3.2 Removal or pruning of all vegetation encroaching within levee easement <br />• Limb up tree branches to 8 feet (14 feet above maintenance roads) above grade and <br />remove ground cover that obscures visual inspections and flood fighting activities <br />• Partner with property owners on a voluntary basis to cut, trim, and or remove landscape <br />ground covers, brush, and ornamentals from adjacent private propertywhich encroaches <br />within 15 feet of all floodwalls <br />2.3.3 Repair of floodwall damage <br />• Inspect and document cause of floodwall cracks, spalling, or other damage <br />• Plans for repairs will be prepared by the City <br />• Schedule and complete construction <br />• Monitor repair site for performance <br />2.4 Interior Drainage System <br />Outfalls which penetrate the levee must be maintained and repaired as necessary to ensure that they <br />continue to operate as intended and at full design capacity. Outfalls which have failed, including <br />backflow valves that are not operating properly or positive closure valves that are inoperable, may <br />create flooding. Mechanical closures shall be exercised and operated for testing no less than annually. <br />2.4.1 Outfall flap gate service and repairs <br />• Check for damage <br />• Check for rust <br />• Confirm proper seating and sealing of flap gate on culvert <br />• Service frame and lubricate pivots <br />2.4.2 Pipe inspection, repairs, and sediment removal <br />• Evaluate pipes for sediment, settled sections, and/or blockages <br />2025.276 - SEAPORT PURCHASE AGREEMENT WE <br />REV: 10-15-25 VR Page 4 of 7 BKF ENGINEERS i j <br />
