Page 4 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Based on their experience, staff recommend awarding the contract to Wood Rodgers, Inc. for a not-to- <br />exceed amount of $1,172,516 to perform the Redwood Creek Watershed and Wetland Capacity Project <br />Scoping. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this project has been assessed in the following <br />way: <br />Vendor selection solicited participation by local microbusinesses, Small Business Enterprises <br />(SBEs), and/or Disadvantaged Business Enterprises (DBE, MBE, WBE, DVBE, etc.) <br />As part of the scope of work of the Redwood Creek Watershed and Wetland Project Scoping, the <br />consultant and team will consider equity in their research, public outreach, analysis and <br />recommendations. These efforts include providing outreach materials in multiple languages spoken by <br />the community, ensuring solutions to protect and prioritize the resources that enhance fair outcomes in <br />our community such as storm drain pump stations, parks, bay trails, and developing alternatives with fair <br />outcomes in mind. <br />FISCAL IMPACT <br />There is no General Fund impact associated with this contract. Funds for the Redwood Creek Watershed <br />and Wetland Capacity Project Scoping are available from two sources: (1) the FEMA FMA program grant <br />(total grant amount: $888,603) and (2) the Capital Outlay Fund (Fund 357) – Redwood Creek and Channels <br />Program which has an available balance of approximately $1.1 M as of October 13, 2025 (total amount of <br />that balance to be allocated for this project is $518,417). <br />Tables 1 and 2 below summarize the anticipated project costs and show the project funding sources. <br />Table 1: Estimated Project Costs <br />Consultant proposed contract $1,172,516 <br />Contingency (10 percent)$117,252 <br />Contract Administration*$117,252 <br />Total estimated project cost $1,407,020 <br />Table 2: Project Funding <br />FEMA grant for consultant work $856,904 <br />FEMA grant for contract management $31,699 <br />City’s cost share (Fund 357)$518,417 <br />Total available funding $1,407,020 <br />7.A. - Page 4 of 83 <br />10
