Page 3 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Background information: data collection, field investigations, surveys and research, and flow <br />monitoring <br />Modeling: hydrologic and hydraulic model development and analysis, a watershed and wetland <br />study, hazards and vulnerability analysis, and an alternative analysis and report <br />Preliminary project design: preliminary engineering design report, 30 percent design for grant <br />submission on a selected project, environmental and historic preservation (including key <br />environmental technical studies for CEQA and NEPA), engineers cost estimate, benefit-cost <br />analysis, and public outreach <br />With approval from the federal grant administrator on a procurement method and selection criteria, the <br />City’s Engineering and Transportation Department (E&T) developed a scope for a qualified engineering <br />consultant. <br />ANALYSIS <br />In June 2025, E&T issued a Request for Statements of Qualifications and Sealed Rate Schedules <br />(RFSOQ/SRS) for a consultant to assess current hydraulic performance, develop and screen potential <br />improvement alternatives, and advance the recommended project through preliminary design. In <br />accordance with the grant-approved RFQ/SRS, the contract tasks included: <br />Perform data collection, field investigations, surveys and research <br />Conduct flow monitoring <br />Develop and analyze a hydrologic and hydraulic model <br />Prepare a watershed and wetland study <br />Conduct a hazard and vulnerability analysis <br />Prepare an alternative analysis and report <br />Develop a preliminary engineering design report and 30 percent design for grant submission <br />Develop environmental and historic preservation documents <br />Prepare an engineers’ cost estimate <br />Conduct a benefit-cost analysis and public outreach <br />Coordinate jurisdictional permitting services <br />Two proposals were received: one from Wood Rodgers, Inc. and one from Sherwood Design Engineers. A <br />City staff selection committee reviewed, evaluated, then assigned each proposal with a score from 0 to <br />100. The highest average score was 92/100 and the lowest was 75/100. The selection committee <br />interviewed the firm with the highest score, Wood Rodgers, Inc. Wood Rogers, Inc. conveyed their in- <br />depth understanding of Redwood Creek concrete lined channels; their vast surveying, modeling, and <br />analysis experience; and their robust work on similar projects around the San Francisco Bay Area. As <br />examples, the recommended consultant is bringing expertise from working on various projects such as <br />Redwood Creek Channel improvement design projects (Wood Rodgers, Inc.), channel flood mitigations <br />and habitat restoration projects (Wood Rodgers, Inc.), pump station rehabilitation projects (Wood <br />Rodgers, Inc.), and multiple drainage master plans (for example, 2017 Redwood City Eastern Low-Lying <br />Area Master Plan Master Plan ELLA-MP – all Wood Rodgers, Inc.), amongst other projects. <br />7.A. - Page 3 of 83 <br />9
