The recruitment <br />activities included advertising, traditional and electronic marketing, extensive personal outreach, and the <br />use of social media. Advertisements for the City Manager recruitment were placed in the following <br />publications and websites to attract a diverse candidate pool of qualified applicants: <br />Californiacitynews.com <br />TBCrecruiting.com <br />PublicCEO.com <br />Westerncity.com <br />International Network of Asian Pacific Administrators <br />League of Women in Government <br />Local Government Hispanic Network <br />National Forum for Black Public Administrators <br />Municipal Management Association of Northern California <br />Municipal Management Association of Southern California <br />The recruitment was open for four weeks, with a closing date of September 14, 2025. Applicants were <br />identified and screened by Teri Black & Company, LLC and the candidates who were considered the most <br />ideally qualified for the City Manager opportunity all had relevant and/or transferable experience and <br />were referred to the City to be interviewed by City Council. The City Council conducted interviews of the <br />finalists in October 2025. <br />ANALYSIS <br />As a result of the interview process, Council identified Patrick Heisinger as the top candidate. Mr. Heisinger <br />has twenty years of experience in local government within the Bay Area. He has served as the City’s <br />Assistant City Manager since March 2024. He initially joined the City of Redwood City as the Interim <br />Housing Leadership Manager in March 2023 and later became the Interim Assistant City Manager in <br />August 2023. He holds a master’s degree in Public Administration from San Jose State University, and a <br />master’s degree in Education/Counseling and bachelor’s degree from University of Redlands. <br />The proposed City Manager’s employment agreement reflects a salary and benefit package comparable <br />to City Managers in other Bay Area agencies. Key features of the agreement include: <br />Start Date: December 31, 2025 <br />Annual Salary: $390,000 <br />Severance Pay: Nine (9) months’ of employee’s monthly base pay plus the equivalent of nine (9) <br />months of 401(a) contributions and City-sponsored health, dental and vision benefits premiums <br />Management Leave: 160 hours per calendar year may be taken as time off or paid in cash for any <br />portion of the leave remaining at the end of the calendar year <br />9.A. - Page 2 of 11 <br />285
