The recruitment activities included advertising, traditional and electronic marketing, extensive personal outreach, and the use of social media. Advertisements for the City Manager recruitment were placed in the following publications and websites to attract a diverse candidate pool of qualified applicants: Californiacitynews.com TBCrecruiting.com PublicCEO.com Westerncity.com International Network of Asian Pacific Administrators League of Women in Government Local Government Hispanic Network National Forum for Black Public Administrators Municipal Management Association of Northern California Municipal Management Association of Southern California The recruitment was open for four weeks, with a closing date of September 14, 2025. Applicants were identified and screened by Teri Black & Company, LLC and the candidates who were considered the most ideally qualified for the City Manager opportunity all had relevant and/or transferable experience and were referred to the City to be interviewed by City Council. The City Council conducted interviews of the finalists in October 2025. ANALYSIS As a result of the interview process, Council identified Patrick Heisinger as the top candidate. Mr. Heisinger has twenty years of experience in local government within the Bay Area. He has served as the City’s Assistant City Manager since March 2024. He initially joined the City of Redwood City as the Interim Housing Leadership Manager in March 2023 and later became the Interim Assistant City Manager in August 2023. He holds a master’s degree in Public Administration from San Jose State University, and a master’s degree in Education/Counseling and bachelor’s degree from University of Redlands. The proposed City Manager’s employment agreement reflects a salary and benefit package comparable to City Managers in other Bay Area agencies. Key features of the agreement include: Start Date: December 31, 2025 Annual Salary: $390,000 Severance Pay: Nine (9) months’ of employee’s monthly base pay plus the equivalent of nine (9) months of 401(a) contributions and City-sponsored health, dental and vision benefits premiums Management Leave: 160 hours per calendar year may be taken as time off or paid in cash for any portion of the leave remaining at the end of the calendar year 9.A. - Page 2 of 11 285
