The City’s HVAC <br />Replacement Program is used to fund large scale projects, when needs dictate. The Municipal Service <br />Center Administrative Building, built in the 1960s, has had its HVAC system repaired and with some <br />components updated over the years to prolong its useful life. Unfortunately, the current configuration of <br />the system has parts that have become obsolete and many of the old components are incompatible with <br />current technologies and equipment. The only way to ensure proper functionality for the long term is to <br />replace the existing system with a more contemporary setup. <br />To achieve the greatest energy efficiency, staff has worked with its engineering consultants to develop a <br />plan that would replace the old system with a heat pump mini-split system that will eliminate the need <br />for a gas-operated boiler, in furtherance of the City’s sustainability goals. This system will allow staff to <br />have localized control of temperatures in their workspaces and also ensure that the system does not <br />expend unneeded energy, resulting in lower operating costs. <br />Due to the current state of the system, it is imperative that staff complete this project before the next <br />cooling season to ensure the ability to always maintain comfortable temperatures throughout the facility <br />for staff and visitors. To meet this goal, the project must be awarded before the end of the calendar year <br />to accommodate lead times for equipment and the logistical planning required to keep the facility <br />operational while the work is being performed. The following image depicts the general location of the <br />project. <br />On October 7, 2025, staff issued a Notice Inviting Bids (NIB) that was published in the San Mateo Daily <br />Journal and posted on the City’s website. Staff also notified prospective bidders of the solicitation, and <br />the NIB was listed on the Santa Clara Builders Exchange website, an industry resource for contractors <br />seeking open commercial construction projects throughout the region. Two bids were received by the <br />November 5, 2025 submission deadline. <br />8.G. - Page 2 of 4 <br />185
