Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />In February 2020, the City entered into a five-year Master Purchase Agreement with L.N. Curtis & Sons to <br />procure essential personal protective equipment (PPE) and other supplies to support Fire Department <br />operations. <br />In April 2025, the City Council approved and authorized the City Manager to execute an amendment to <br />this agreement, extending the term for an additional four (4) months. This agreement expired on June 30, <br />2025. <br />L.N. Curtis & Sons provides the Fire Department with PPE, wildland gear, helmets, gloves, safety goggles, <br />and miscellaneous fire tools to maintain operational readiness and firefighter safety. <br />ANALYSIS <br />L.N. Curtis & Sons is an exclusive regional provider of firefighter gear and safety equipment in Northern <br />California, and the only West Coast vendor to meet the Fire Department’s operational and safety <br />specifications for specific fire equipment. The company supplies PPE, wildland firefighting gear, goggles, <br />gloves, helmets, small tools, and other fire-related supplies critical to the Department’s mission. <br />The proposed agreement utilizes a cooperative purchasing contract through NPPGov, a national <br />cooperative procurement organization that provides publicly solicited contracts to government entities <br />nationwide. These contracts are competitively established through an open solicitation process that <br />satisfies the City’s competitive bidding requirements. <br />Pursuant to Section 2.67.1(a) of Article VII, Chapter 2 of the City’s Municipal Code, the City may utilize <br />cooperative purchasing agreements established by other public agencies when those agencies employ <br />competitive purchasing procedures reasonably similar to those required by the City. <br />In 2019, the League of Oregon Cities (LOC), acting as the lead public agency for NPPGov, issued Requests <br />for Proposals (RFPs) for Firefighting Equipment, PPE, and Self-Contained Breathing Apparatus (SCBA). <br />Public notices were issued via the Daily Journal of Commerce and USA Today. Each proposal was evaluated <br />per the RFP’s criteria, and awards were made to L.N. Curtis & Sons as summarized below: <br />RFP Issue Date Proposals <br />Received <br />Award Exp.
