In the past few years, the increased number of bicycle trips and <br />especially the use of electric bicycles, scooters, and other micromobility devices created a need for City <br />code updates regarding safety rules and regulations. <br />Currently, Articles I, II, and III of Chapter 8 of the Municipal Code address bicycle registration, sale and <br />transfer of bicycles, and parking within business districts. California law no longer requires bicycle <br />registration and licensing; therefore, City codes do not need to address this topic. Also, the City’s General <br />Plan, Downtown Precise Plan, and engineering standards have been updated since the last update of <br />Articles I, II, and III of Chapter 8, , and some current language and terminology is no longer valid. <br />Establishing an updated ordinance for micromobility usage is essential for a safe urban environment that <br />benefits all modes of travel. It also is consistent with the City Council’s adopted Strategic Priority of <br />Transportation that supports creating policies and infrastructure that promote zero emission trips. <br />In 2024, City staff, with input from the Transportation Advisory Committee (TAC), started updating Articles <br />I, II, and III of Chapter 8 of the City’s Municipal Code. The purpose was to address the current and rising <br />need for regulating micromobility usage in Redwood City. These proposed changes have been reviewed <br />by both City Engineering and Transportation and Police Department staff to better match the current <br />needs of the Redwood City community. <br />ANALYSIS <br />The proposed changes to Chapter 8 of the Municipal Code have been drafted and reviewed by <br />stakeholders and related City departments. These updates encourage safe riding and enhance public <br />safety on City streets and public areas. The proposed changes to Chapter 8 of the Municipal Code of <br />Redwood City would: <br />Reduce conflict between micromobility devices and pedestrian areas by adding micromobility <br />regulations for pedestrian malls, multi-use paths, and athletic fields <br />Require safety equipment such as helmets and lights while riding micromobility devices to <br />enhance and encourage safety for individuals riding micromobility devices. <br />Set speed limits for various types of electric bicycles and scooters to enhance safety for <br />community members at large and individuals riding micromobility devices <br />Set age limits for riding electric bicycles and scooters to enhance public safety <br />Prohibits racing and trick riding with micromobility devices <br />Set penalties for violating this chapter to prevent unsafe riding behavior <br />Proposed Penalties for Violations <br />Staff studied examples from other jurisdictions to develop a schedule of penalties for violation of this <br />chapter. These proposed penalties for violations promote a safe environment by discouraging dangerous <br />and reckless activities and practices.
