ATTY/ORD.0010/CC ORD REPEALING MUNI CODE CH. 8 – MICROMOBILITY <br />REV: 12-11-25 LR <br />Page 1 of 2 <br />ORDINANCE NO. _____ <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY RENAMING REDWOOD CITY MUNICIPAL CODE CHAPTER 8 <br />FROM “MICROMOBILITY DEVICES AND OPERATIONS” TO <br />“ELECTRIC MOBILITY DEVICE, NON-MOTORIZED MOBILITY DEVICE, <br />AND BICYCLE REGULATIONS”, REPEALING ARTICLES I THROUGH <br />III AND REPLACING THEM WITH A NEW ARTICLE I, AND <br />RENUMBERING ARTICLE IV TO ARTICLE II <br /> <br />WHEREAS, Chapter 8 of the Municipal Code for the City of Redwood City (the <br />“City”) sets forth standards related to bicycles and other personal mobility devices; and <br /> <br />WHEREAS, the City supports the use of electric and non-electric bicycles and <br />other electric and non-electric personal mobility devices as alternate modes of <br />transportation, while also recognizing the need to provide the regulations necessary for <br />the protection of public safety; and <br /> <br />WHEREAS, it is in the City’s best interest to implement regulations regarding <br />bicycles, as well as electric and non-electric personal mobility devices to protect and <br />enhance the quality of life for the City’s residents, visitors, employees, and for public <br />health, safety, and general welfare. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br /> <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. The Ordinance has been reviewed with respect to applicability of the <br />California Environmental Quality Act (“CEQA”) and the State CEQA Guidelines (California <br />Code of Regulations, Title 14, Sections 15000 et seq.). The implementation of this <br />Ordinance is not a project under Section 15061(b)(3) because there is no possibility that <br />administrative authorization of shared micromobility permits will have a significant effect <br />on the environment. This Ordinance is also categorically exempt from the requirements <br />of CEQA under Section 15301(c), Class 1, Existing Facilities because it consists of <br />negligible or no expansion of the operation, repair, maintenance, permitting, or minor <br />alteration of existing public streets, sidewalks, and similar facilities. <br /> <br />Section 3. If any section, subsection, clause, or phrase of this Ordinance is for any <br />reason held to be invalid, such decision shall not affect the validity of the remaining portion <br />or sections of the Ordinance. The City Council declares that it would have adopted the <br />Ordinance and each section, subsection, sentence, clause, or phrase thereof irrespective <br />of the fact that any one or more sections, subsections, sentences, clauses, or phrases be <br />declared unconstitutional. <br /> <br />9.A. - Page 5 of 10 <br />780
