The device may be designed to also be powered <br />by human propulsion. <br />D. “Electric personal assistive mobility device” has the same meaning as in California Vehicle <br />Code Section 313 and means a self-balancing, non-tandem two-wheeled device, that is not <br />greater than 20 inches deep and 25 inches wide and can turn in place, designed to transport <br />only one person, with an electric propulsion system averaging less than 750 watts (1 <br />horsepower), the maximum speed of which, when powered solely by a propulsion system on <br />a paved level surface, is no more than 12.5 miles per hour. <br />E. “Low speed vehicle” has the same meaning as in California Vehicle Code Section 385.5 and <br />means a vehicle with four wheels; that can attain a speed, in one mile, of more than 20 miles <br />per hour and not more than 25 miles per hour on a paved level surface; and has a gross vehicle <br />weight rating of less than 3,000 pounds. <br />F. “Electric mobility device” means an electric bicycle, an electrically motorized board, an <br />electric personal assistive mobility device, a low-speed vehicle, or motorized scooter as <br />defined herein, or any similar device. <br />G. “Motorized scooter” has the same meaning as in California Vehicle Code Section 407.5 and <br />means any two-wheeled device that has handlebars; with either a floorboard that is designed <br />to be stood upon when riding or a seat and footrests in place of the floorboard; and is <br />powered by an electric motor, or another source of power, or human propulsion. A <br />“motorized scooter” does not include a motorcycle, motor-driven cycle, motorized bicycle or <br />moped as defined in the California Vehicle Code. <br />H. “Non-motorized mobility device” means a personal mobility device such as a scooter or <br />similar device, that does not have a motor and is moved by human propulsion. <br />I. “Public area” means any outdoor area that is open to members of the public for public use, <br />whether owned or operated by the City or a private party. <br /> <br />Sec. 8.3. – PROHIBITION OF ELECTRIC MOBILITY DEVICES, NON-MOTORIZED MOBILITY DEVICES, AND <br />BICYCLES: LOCATIONS <br /> <br /> It is prohibited to operate or ride on an electric mobility device, non-motorized mobility device, <br />or bicycle in the following areas. <br /> <br />A. All City sidewalks and pedestrian paths. In residential-only zones, children aged ten years and <br />under who are riding non-motorized mobility devices, including non-motorized bicycles, are <br />exempt from this provision. <br />B. Pedestrian malls as defined in Section 20.246 of the Redwood City Municipal Code, and as <br />established by the City from time to time pursuant to California Streets and Highways Code <br />section 11000 et seq. <br />C. Public athletic fields and sport courts; culverts, ditches, and drainage facilities. <br />D. Any public area where bicycles are prohibited. <br />E. Class 3 electric bicycles are prohibited from multi-use paths, trails, and class 4 bikeways (cycle <br />tracks). <br />F. The following persons are exempt from the provisions of this Section: <br />1. Persons with mobility disabilities utilizing a wheelchair or other power-driven or non- <br />power driven mobility device in accordance with the Americans with Disabilities Act (42 <br />U.S.C. Section 12101 et seq.) and Section 36.311 of Title 28 of the Code of Federal <br />Regulations. <br />9.A. - Page 8 of 10 <br />783
