Page 10 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Community Equity – Community equity matters both in the planning process to ensure that the project <br />team hears a diverse set of community voices as we gather input and also in the adopted Plan to ensure <br />that it actually reflects the diversity of priorities present in the Redwood City community. As further <br />described in this report, the project team has centered equity in our community engagement activities by <br />actively seeking out input from communities that are historically under-represented in the planning <br />process. The Vision Framework concepts seek to advance equity priorities related to access to housing <br />and open space, minimizing climate-related impacts for vulnerable populations, improving road safety <br />and mobility in equity neighborhoods, and supporting job creation, workforce development, and <br />economic mobility. <br />Feedback on the Vision Framework from Community Open House #2 and BCC Study Sessions <br />During October and November 2025, the GDAP project team shared information and gathered input on <br />the draft Vision Framework with the Redwood City community and with several City Boards, Committees, <br />and Commissions (BCCs). Attachment B of this staff report provides a summary of major themes we heard <br />at the project’s second community open house and at BCC study sessions. <br />Overview of GDAP Progress and Community Engagement Activities To-Date <br />The City and consultant project team kicked off its initial work in September 2024 by crafting a Community <br />Engagement Strategy, which was endorsed by the City Council on December 16, 2024; to review the <br />Strategy document click here. During the first half of 2025, the City and consultant project team undertook <br />a deep analysis of the existing conditions in the plan area and presented its findings at a Planning <br />Commission Study Session on June 17, 2025. Incorporating feedback from the Planning Commission and <br />the community, the project team published an Existing Conditions Key Takeaways Memo in July 2025, <br />which provides a summary of the major findings and a list of key initial priorities identified in conversations <br />with the Redwood City communities and stakeholders for building a refreshed vision for Redwood City’s <br />Greater Downtown Area. <br />The project team began implementing the Community Engagement Strategy in March 2025 and, since <br />that time, has been actively involved in conversations with the Redwood City community about the GDAP <br />in numerous formats. The following is a summary of the community engagement activities hosted through <br />November 2025, listed roughly in chronological order. <br />Project Website Launch – www.rwcGreaterDowntown.com; the website is available in English, <br />Spanish, and Chinese. It provides an overview of the plan process; a frequently asked questions <br />section; project resources such as GDAP documents and community engagement summaries, and <br />other relevant planning documents; and an events page with information on community <br />engagement activities and upcoming engagement activities. (January 2025) <br />5 Focus Group Meetings – The project team has held focus group meetings with key stakeholders <br />and stakeholder groups to learn about challenges and opportunities in the plan area as well as <br />issues that are important to them and their constituents.
