REV: 01-05-26 LR
schedule without breaking any application. If Microsoft decommissions an
operating system, the Contractor must be capable of releasing code
compatible with next operating system upgrade prior to Microsoft ending
support for current operating system.
7. If at any time the Contractor ceases to do business or ceases to make the
software product commercially available, the Owner will assume full
ownership of the software. Thirty days prior to ceasing to do business, the
Contractor will provide the most current version of the software source code
to the Owner.
8. Provide corrective patches and upgrades in the event security vulnerability
or system availability issues are discovered.
PART 2 - PRODUCTS
2.1 METER MANAGEMENT SYSTEM (MMS)
A. Furnish, install, and configure web-enabled MMS software via an administrative
user interface that provides the following features. Ideally, this will be a single
administrative interface which controls all the PARCS system components
(MSMs, Fixed LPR, Gateless PARCS control, and all associated software
features). If a single administrative interface is not available, all needed separate
administrative interface must be available from a single physical terminal or PC.
B. Contractor to furnish and install an MMS Administrative Terminal or Personal
Computer in the Jefferson Garage’s Parking Office for use by City’s Parking
Operator.
C. Contractor to provide a web-based, login-protected remote access method to the
MMS software from any remote, internet-connected location.
D. Microprocessor controlled, in on-line, virtual real-time communication.
1. MSM wirelessly communicates complete transaction log to MMS. In event
of communication failure, MSMs continue to operate in off-line mode and
store a minimum of 1,000 transactions, or have sufficient system
redundancy, to insure availability of transaction data upon restoration of
MMS. In event of failure during communication, an error-checking and
recovery routine is employed to prevent corruption of data.
2. Describe the minimum, maximum, and average amount of time in seconds
the meter will take to transmit transactions to the MMS, including what
parameters or conditions will affect transmission times.
E. Hosted or cloud-based system, capable of operating with proper user ID and
password, to all authorized users.
ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 43 of 167)
