Control of the overhead rolling door for vehicle exits from the Winslow <br />Garage is to be on a “free out” basis, as currently configured, based <br />on activation of loops on the upwards exit ramp. <br />e. The proximity cards used for controlling the rolling overhead door are <br />not required to be able to be used for other 889 Winslow building <br />access control purposes such as perimeter doors, elevators, etc. <br />4. Passive credential design capable of being read within six (6) inches of <br />reader. <br />5. Read and process credential within one second of presentation to reader. <br />6. Checking protocol that identifies multiple reads of same card within a few <br />seconds (due to users “waving” card in front of reader), correcting false anti- <br />passback reads. <br />7. Owner designated individuals shall be able to use the system for ingress <br />and egress to/from the parking facilities at designated locations. <br />8. Authorized PARCS administrators shall have the ability to view and program <br />proximity card privileges and access rules. <br />9. Provide the City and their Parking Operator with the appropriate tools to <br />program and/or encode proximity cards from one or multiple PARCS <br />workstations. <br />10. Proximity cards with a mill thickness equal to that of a standard payment <br />card. <br />11. Anti-passback capabilities that can be turned on or off at the Owner’s <br />discretion for individual users, groups of users, or entire system. Note: <br />Because the exit lane from the Winslow Garage to Hamilton St. is a “free <br />out” lane, anti-passback for prox card access is to be turned “off” for this <br />system because prox cards are only read in the entry lane. <br />12. Report the occupancy of proximity card customers in real-time. <br />13. Provide configurable user group parameters and rules that are accessible <br />and changeable by the Owner on any of the PARCS workstations. Software <br />code changes shall not be required to edit user group parameters and rules. <br />14. User groups and individuals within the user groups will each have the <br />capability of being assigned access privileges based upon, date, day of <br />week, time of day, or any combination thereof. <br />J.
