Facilitate public art and events <br />Commission at least one piece of public art every year <br />Status (Delayed/In Progress): Due to California’s requirement for a contractor license on any <br />“construction-related” work valued at $500 or more, public art installations were paused last <br />year. SB456, which provides exemption for muralists when it comes to requiring such a <br />license, successfully passed legislation and signed by Governor Newsom on October 13, 2025. <br />Complete public art related ordinance updates <br />Status (In Progress): Currently under review, with discussions ongoing between the <br />Commission, Director, and City Attorney’s Office. Staff are exploring ways to clarify <br />requirements for multi-year development projects to ensure alignment with the Percent for <br />Art guidelines moving forward. <br />Publish guidelines and policy for art in public places (“percent-for-art”) <br />Status (In Progress): The guidelines and policies have been written and adopted by the <br />Commission, however, are not visible on the website yet. These guidelines and policies will be <br />included in the Commission’s new webpage. <br />ANALYSIS <br />The powers and duties of the Arts Commission are found in Sec. 2.113 of the Code. Duties include <br />recommendations to the City Council or City Manager regarding: <br />The establishment of programs stimulating and encouraging the development and <br />maintenance of the performing and visual arts in the City and to review periodically such <br />programs as are so established. <br />The establishment of programs memorializing or giving recognition to matters of <br />cultural significance in the City and to review periodically such programs as are so <br />established. <br />The removal, relocation, or alteration of existing works of art or items of cultural <br />significance in the possession of the City. <br />The acquisition by the City of any work of art or item of cultural significance and the <br />proposed location thereof. <br />The aesthetics of the design and site development of any building, monument, <br />or other structure to be constructed or acquired by the City. <br />Any matter affecting the beauty and culture of the City. <br />9.A. - Page 3 of 15 <br />122
