The City received 21 emails from community members, with 19 supporting Alternative B <br />and 2 supporting Alternative A. Based on community feedback and survey results, Alternative B is <br />recommended for further design phase. <br />Round Three of Outreach <br />A third round of community outreach in January 2026 included a virtual community meeting. The <br />meeting notice was mailed to about 2,400 properties within one block of the project corridor and <br />advertised through neighborhood associations. Staff summarized the project planning process and <br />survey results, then discussed Alternative B as the recommendation to the City Council. <br />Design Considerations <br />Community feedback identified existing challenges for the project to address. This section identifies <br />some of those community challenges and how they are addressed in the alternatives. Additional <br />information is included in Attachment A. <br />Queuing and Access to Driveways on Jefferson Avenue <br />Residents who live on Jefferson Avenue commented that queuing and vehicle speed are challenges <br />when entering and exiting their driveway. This issue is particularly impactive at the eastern corridor <br />where traffic volume is higher. <br />Implementing the Daylighting Law and speed management measures would address this issue by <br />improving visibility at the intersections and close to mid-block crosswalks and reducing the overall <br />speed on the corridor <br />Queuing and Left-Turn Movements at Uncontrolled Intersections <br />Currently, vehicles intending to turn left at uncontrolled intersections stop in the left lane while <br />waiting for a suitable gap in oncoming traffic to complete their turn. This results in traffic queuing. To <br />avoid delays from the queuing, other vehicles often weave around stopped vehicles. Community <br />members raised concerns about the queuing and resulting congestion and safety issues for other <br />vehicles and pedestrians. <br />Implementing center turning lane, curb extensions at all intersections and controlled crossings <br />such as HAWK or RRFB signals would increase visibility at the intersections and reduce or eliminate <br />the queuing, weaving and resultant safety issues. <br />Primary Emergency Response Route <br />Jefferson Avenue is a primary response route for Redwood City Fire Department. In addition, Fire <br />Station 10 is within the corridor at Myrtle Street. <br />Prior to the second round of community outreach, the project design was reviewed and revised <br />to address the Fire Department’s emergency response and operational needs, including access to <br />existing Fire Station 10 driveways. <br />After incorporating feedback from three rounds of community outreach, completing traffic counts and <br />traffic studies, and developing design concepts, Alternative B is recommended for final engineering design <br />and construction. <br />11.B. - Page 6 of 17 <br />183
