REV: 12-03-25 LR <br />Task 5 – Develop 35% Plans, Specifications and Estimate (PS&E) <br />Consultant shall develop 35% PS&E. These shall be based on the Task 4 – Concept Design as well <br />as from feedback and input provided from Task 3 – Neighborhood Outreach. <br />-The 35% Plan will be used for the second round of outreach. <br />-The final 35% plans will address up to 1 round of consolidated comments from the second <br />round of outreach sessions. <br />-Plans shall be prepared at a scale of 1” =20’ (or other appropriate scale) in imperial unit <br />format. <br />-Plans shall be prepared based on Caltrans standard pavement delineation details and signing <br />shall be based on the Manual of Uniform Traffic Control Devices–California Edition, the latest <br />Caltrans Standard plans and per current published City engineering standards. <br />-All copies of PS&E design package will be provided to the City in electronic format. After <br />receipt of City Engineer or their designee comments on the 65% design, Consultant shall <br />attend one (1) meeting with the City Engineer or their designee to discuss the plans and <br />improvements and resolve comments. <br />-During this stage, Consultant shall also assess the construction limits to determine if the <br />project will be required to comply with the latest MRP C.3 Stormwater requirements from <br />the Regional Water Quality Control Board. Consultants shall evaluate if the project triggers <br />the Stormwater compliance requirements and propose alternatives if the project exceeds <br />threshold requirements and discuss with City staff. <br />Deliverables will include: <br />o 35% Design Plans (PDF) <br />Task 6 – National Environmental Policy Act (NEPA) Technical Assistance <br />Consultant shall assist with the project’s NEPA process and related review process with Caltrans <br />for up to 100 hours to prepare and submit the required forms and studies to Caltrans Local <br />Assistance for timely NEPA process advancement. The 35% PS&E will be used for NEPA clearance <br />and Caltrans review. <br />Task 7 – Develop 65% Plans, Specifications and Estimate (PS&E) <br />Based upon one (1) set of consolidated, non-conflicting comments from the City Engineer or their <br />designee on the 35% PS&E as well as the outreach sessions, Consultant shall advance the PS&E <br />to a 65% Design Level. <br />-Prior to the start of this task, Consultant shall set a meeting with the City Engineer or their <br />designee to discuss any last outstanding items or areas of concern that may have been <br />identified during the 35% submittal review. <br />ATTY/AGR.2025.333/Kimley-Horn (Bay Road Complete Streets) (Page 20 of 50)
