Adopt a resolution considering and approving an addendum to the Final <br />Environmental Impact Report (SCH # 2016112041) for the Veterans Memorial Senior <br />Center/YMCA Project in accordance with the requirements of the California <br />Environmental Quality Act; <br />2. Adopt a resolution approving and authorizing the execution of a Third Amendment <br />to the Master Project Agreement with the Young Men’s Christian Association of Silicon <br />Valley; and <br />3. Adopt a resolution approving the Architectural Permit NO. AP2025-060 for Phase 2 <br />of the Veterans Memorial Senior Center/YMCA Project, subject to conditions of <br />approval. <br />The motion passed unanimously by roll call vote. <br /> <br /> 8.B. Public Hearing on proposed increase to water utility service rates and resolution <br />updating water service charges and water reserve policy (805) Reso 16368 <br /> <br />Public Works Services Director Terence Kyaw introduced the item, and Public Works <br />Superintendent Justin Chapel gave a presentation. <br /> <br />Mayor Martínez Saballos opened the public hearing. <br /> <br />The following members of the public provided comments: <br />• Mark Moulton <br />• Jeff Breslin <br />• Peter Drekmeier <br />• Christine Padilla <br />• Scott Mitchell <br /> <br />Mayor Martínez Saballos closed the public hearing. <br /> <br />City Clerk Yessika Castro confirmed a majority protest was not received on the proposed <br />water utility service rates. <br /> <br />Recommendation: <br />Hold a Public Hearing on proposed increase to water utility service rates, consider all <br />timely, valid, written objections and the City’s responses to those objections, proceed <br />with the protest tabulation and reporting, and if written protests are not made by a <br />majority of the affected parcels, adopt a resolution adopting the Water Rate Cost-of- <br />Service Study, approving the water rate increases as identified in the study, amending <br />the water rates and charges beginning on January 1, 2026, January 1, 2027, and January <br />1, 2028, and amending Resolution No. 14648. <br />
