__________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ November 10, 2025 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 7 <br /> <br /> MINUTE BOOK NO. 69 <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) <br />Guidelines section 15378(b)(4) because the City is setting maximum rates for water <br />utility service to be charged to fund ongoing operation and maintenance activities of the <br />Water Enterprise of the City, and as such, the action involves a funding mechanism or <br />fiscal activity within the meaning of the CEQA Guidelines. <br /> <br />Motion and second, Eakin and Howard, to hold a Public Hearing on proposed increase <br />to water utility service rates, consider all timely, valid, written objections and the City’s <br />responses to those objections, proceed with the protest tabulation and reporting, and <br />if written protests are not made by a majority of the affected parcels, adopt a <br />resolution adopting the Water Rate Cost-of-Service Study, approving the water rate <br />increases as identified in the study, amending the water rates and charges beginning <br />on January 1, 2026, January 1, 2027, and January 1, 2028, and amending Resolution No. <br />14648, passed unanimously by roll call vote. <br /> <br /> 8.C. Ordinance updating Chapter 14 (Refuse, Weed, Nuisance and Abandoned Shopping <br />Cart Regulation and Abatement) of the Redwood City Municipal Code to allow for self- <br />haul and Recology billing of solid waste services, approve Amendment No. 2 to the <br />Amended and restated Franchise Agreement With Recology San Mateo, approve <br />maximum solid waste collection rates for regular and unscheduled services provided <br />by Recology San Mateo, and approve solid waste charges (803) Reso 16369 <br /> <br />Public Works Services Director Terence Kyaw introduced the item, and Assistant Public <br />Works Services Director Adrian Lee gave a presentation. <br /> <br />Mayor Martínez Saballos opened the public hearing. <br /> <br />The following members of the public provided comments: <br />• Mark Fowle <br /> <br />Mayor Martínez Saballos closed the public hearing. <br /> <br /> <br />Recommendation: <br />1. Hold a public hearing on proposed increases and adjustments to maximum solid waste <br />collection rates and solid waste charges and if written protests are not made by a <br />majority of the affected parcels against the solid waste collection rates, adopt a <br />resolution approving and authorizing the City Manager to execute Amendment No. 2 to <br />the Amended and restated Franchise Agreement with Recology San Mateo, and <br />approving maximum 2026 and 2027 solid waste collection rates, and approving solid <br />waste charges (requires 5/7 vote); <br />2. Direct staff to continue to promote the City's Utility Rate Assistance Program; and
