Population and Area to be Served <br />i. Contractor will staff one (1) FTE Program Director, three (3) FTE Outreach Case <br />Managers, and 0.1 FTE Director of Regional Outreach Initiatives that will serve clients <br />that reside in ERF-4-L prioritized encampments, or formerly resided in ERF-4-L <br />prioritized encampments during the term of the Agreement. <br />ii. The ERF-4-L encampments are comprised of three (3) main encampment circuits. As <br />of the beginning of January 2026, there are approximately 21 active encampments <br />and approximately 47 individuals: <br />Circuit 1: This circuit is located along Seaport Boulevard. This circuit contains <br />approximately 15 active encampments and approximately 30 individuals. <br />Circuit 2: This circuit is located at the Highway 101/84 interchange between <br />Chestnut Street and Douglas Avenue. This circuit contains approximately 3 active <br />encampments and approximately 9 individuals. <br />Circuit 3: This circuit is located at the Highway 84/Woodside Road interchange <br />between El Camino Real and Middlefield Road. This circuit contains approximately <br />3 active encampments and approximately 8 individuals. <br />iii. Individuals residing in the ERF-4-L prioritized encampments are unsheltered <br />individuals, including those with disabilities, little to no income, evictions, criminal <br />convictions, alcohol and or other substance use, mental and physical health <br />challenges, and other barriers to maintain housing. Some individuals may be banned <br />from shelter(s), have pets, may be undiagnosed or have a dual-diagnosis, may require <br />intensive interventions, or have other complex needs. <br />F. Additional Requirements <br />i. Visit ERF-4-L encampments on all business days. <br />ii. Work closely with partner agencies, including Bayside Homeless Outreach Team, to <br />ensure services are coordinated, ensure coverage of encampments, and avoid <br />duplication of services. <br />iii. Work closely with HSA on the One Day Homeless Count, and other ad hoc initiatives <br />to collect information regarding people experiencing homelessness. <br />iv. Coordinate with the City on program implementation, grant progress for ERF-4-L, and <br />performance outcomes, including, but not limited to: <br />Check-ins with City staff or partners for the purpose of coordinating, reporting and <br />monitoring Contractor’s efforts to maximize impact; <br />Participation in the Redwood City Homeless Outreach and Service Provider’s <br />group and Multi-Disciplinary Teams (MDT); and <br />Participation in other meetings as directed by City staff. <br />v. There may be additional data, reports and requirements related to State and/or City <br />requirements.
