City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
In response to a development approval at 1581 Maple Street that required raising the existing street
elevation by eight feet for sea level rise and flood protection, the City initiated the Maple Street Sewer
Interceptor 60-Inch Extension Project. The project installed approximately 126 linear feet of new 60-inch
polyvinyl chloride (PVC) pipe and one manhole to connect the Maple Street diversion structure directly to
the Silicon Valley Clean Water (SVCW) sanitary sewer pump station. The improvements increase sanitary
sewer capacity to support future development, enhance system reliability and operational flexibility, and
avoid the additional cost and roadway disruption after reconstruction.
On July 21, 2025, the City Council awarded the Maple Street Sewer Interceptor 60-Inch Extension Project
construction contract to Cratus, Inc. for $1,897,000 with a 10 percent contingency of $189,700.
ANALYSIS
Project construction began in September 2025 and completed in January 2026. Two change orders were
approved totaling $324,238, 17 percent above the original contract.
Change Order No. 1 increased the contract amount by $36,368 and included:
o Additional excavation, off-haul, and disposal quantity
o A credit associated with the material change due to lead time constraints
o A time extension to obtain a required discharge permit from the State Water Resources
Control Board
On February 23, 2026, the City Council authorized an increase in contingency from 10 percent to 18
percent for the construction contract with Cratus, Inc. for additional work required due to unforeseen
subsurface conditions encountered during construction.
Change Order No. 2 increased the contract amount by $287,869 and included:
o Excavation and backfill around the junction box
o Excavation and backfill around the inflow box
o Removal and disposal of an existing abandoned 48-inch pipe
o Removal and disposal of a 60-inch concrete jacking pipe at the junction box
The construction contract cost, including change orders, are shown in Table 1 of the Fiscal Impact
section.
The City Engineer has determined that the improvements have been constructed in accordance with the
project plans and specifications. Therefore, staff recommend that the City Council accept the project,
release performance bonds and retention for Cratus, Inc., and file a Notice of Completion for this project.
7.B. - Page 2 of 4
72
