and DTPP Amendment requests simultaneously. Throughout 2020 through 2021, the City Council <br />conducted several study sessions and considered multiple potential projects at a high level and <br />identified which projects should be reviewed and considered for General Plan and DTPP <br />Amendments as applicable as a project under the Gatekeeper process ("Gatekeeper Projects"). <br />On October 12, 2020, and later on May 24, 2021, pursuant to Redwood City Municipal Code <br />Chapter 18, Article XI (Adoption and Amendment of General Plan), the City Council initiated <br />.General Plan Amendment and DTPP Plan -Wide Amendment proceedings in anticipation of six <br />Gatekeeper Projects in the DTPP boundary area and two Gatekeeper Projects located outside the <br />DTPP area. At this time, the City Council selected the Property and a prior version of the Project <br />to be one of the six initiated Gatekeeper Projects located in the DTPP. The Property is located <br />within the Downtown Precise Plan ("DTPP") area in the Planning Community zoning district and <br />is designated as Mixed Use -Downtown under the City's current General Plan. <br />K. On June 26, 2023, the City Council considered and approved amendments to its <br />General Plan and DTPP to accommodate the potential for additional office and residential <br />development in the DTPP area, as informed by the proposed Gatekeeper Projects ("DTPP Plan - <br />Wide Amendments"), and as indicated in City Resolution Nos. 16154 and 16155. Adoption of <br />the DTPP Plan -Wide Amendments included but was not limited to amendments to the DTPP and <br />the Redwood City General Plan, to revise certain development standards, guidelines and policies, <br />including, but not necessarily limited to, those with respect to permitted or conditionally permitted <br />land uses; streets and circulation (including pedestrian, bicycle, and vehicular circulation); <br />building placement; building height and massing (including allowing the development of <br />recreational rooftop structures within existing heigh limitations); parking requirements; historical <br />resources; and open space. The proposed amendments would also allow for exceptions, at certain <br />sites, to requirements concerning building placement, minimum heights, and stepdown zones. It <br />was also contemplated that each Gatekeeper Project would thereafter request amendments to the <br />General Plan and DTPP as relevant to each individual Gatekeeper Project's needs. <br />L. While the Plan -Wide Amendments did not propose significant changes to the MAD <br />Caps or an extension of the DTPP boundary, the environmental impacts of doing so were studied <br />in anticipation of the Gatekeeper Projects. Prior to its approval of the DTPP Plan -Wide <br />Amendments, on June 26, 2023, the City Council certified a Subsequent Environmental Impact <br />Report to the DTPP Final EIR ("DTPP SEIR") by Resolution No. 16153, which analyzed the <br />potential environmental impacts of the proposed DTPP Plan -Wide Amendments and included a <br />CEQA analysis of the six Gatekeeper Projects on a programmatic level, including the subject <br />Project. The City Council also approved and adopted a MMRP ("DTPP Plan -Wide Amendments <br />MMRP") in connection with the DTPP SEIR, which requires project implementation of certain <br />measures designed to reduce or avoid significant project impacts, including but not limited to the <br />Developer's responsibility to the extent applicable to upgrade the water system, sanitary sewer <br />system, and stormwater system, and to install recycled water infrastructure as part of the 901 EI <br />Camino Real Project. <br />M. Prior to or concurrently with the approval of this Agreement, City has taken <br />numerous actions in connection with the development of the 901 EI Camino Real Project on the <br />Property, and the development of the Affordable Housing Project at the Affordable Site, and has <br />determined that the 901 EI Camino Real Project complies with the plans and policies set forth in <br />the General Plan, Housing Element Update, and DTPP, as proposed to be amended.
