REV: 07-10-25 VR <br />3. Mutual Responsibilities of Parties <br />3.1. The Parties agree to confer, review, and modify as needed, processes for <br />the Interjurisdictional Program, regarding, but not limited to chain of communication, <br />logistical matters, program coordination, and monitoring of the Interjurisdictional <br />Program. The processes and procedures will reflect the Parties’ mutual understanding <br />that Director Monaghan is an employee of the San Mateo County District Attorney’s <br />Office and professional who exercises expertise in the performance of his scope of work <br />complying to all the County’s requirements related to his employment, applicable laws <br />and ethics. <br />3.2. The Parties agree to attend meetings to participate in information sharing, <br />problem solving, evaluation and other processes as agreed between representatives of <br />the Parties and as necessary to ensure a successful Interjurisdictional Program. <br />4. Coordination and Oversight <br />Redwood City Police Chief Kristina Bell or her designee, and Bill Massey, Chief <br />Inspector for the District Attorney’s Office, or his designee, will oversee this MOU, will <br />participate in quarterly oversight advisory meetings, as well as other meetings as <br />needed, in order to monitor the progress of the Interjurisdictional Program towards its <br />objectives, review any operational issues that have arisen, and identify items for an <br />ongoing work plan. <br />5. Responsibility of Each Party <br />5.1 The City, acting through its Police Department, shall be responsible for the <br />following: <br />Provide Director Monaghan with a workspace, City-specific <br />computer/automation support, and office supplies necessary for all <br />work required within the City’s police station. <br />Provide mobile police radio to Director Monaghan for in-field work. <br />Provide Director Monaghan with access to the law enforcement data <br />base system, to the extent necessary to carry out job responsibilities <br />as Director of the Interjurisdictional Program. <br />Work collaboratively with Director Monaghan to provide necessary <br />law enforcement-related information to assist him in achieving the <br />agreed upon outcomes of the Interjurisdictional Program. <br />Redwood City Police Chief Kristina Bell will be the point of contact <br />for Director Monaghan at the Redwood City Police Department <br />Support Director Monaghan in strategic decisions. <br />5.2 The County shall be responsible for the following: <br />ATTY/AGR.2025.170/County of San Mateo (MOU Between RWC and SMC for Ryan Monaghan) (Page 3 of 8)
