REV: 07-10-25 VR 3. Mutual Responsibilities of Parties 3.1. The Parties agree to confer, review, and modify as needed, processes for the Interjurisdictional Program, regarding, but not limited to chain of communication, logistical matters, program coordination, and monitoring of the Interjurisdictional Program. The processes and procedures will reflect the Parties’ mutual understanding that Director Monaghan is an employee of the San Mateo County District Attorney’s Office and professional who exercises expertise in the performance of his scope of work complying to all the County’s requirements related to his employment, applicable laws and ethics. 3.2. The Parties agree to attend meetings to participate in information sharing, problem solving, evaluation and other processes as agreed between representatives of the Parties and as necessary to ensure a successful Interjurisdictional Program. 4. Coordination and Oversight Redwood City Police Chief Kristina Bell or her designee, and Bill Massey, Chief Inspector for the District Attorney’s Office, or his designee, will oversee this MOU, will participate in quarterly oversight advisory meetings, as well as other meetings as needed, in order to monitor the progress of the Interjurisdictional Program towards its objectives, review any operational issues that have arisen, and identify items for an ongoing work plan. 5. Responsibility of Each Party 5.1 The City, acting through its Police Department, shall be responsible for the following: Provide Director Monaghan with a workspace, City-specific computer/automation support, and office supplies necessary for all work required within the City’s police station. Provide mobile police radio to Director Monaghan for in-field work. Provide Director Monaghan with access to the law enforcement data base system, to the extent necessary to carry out job responsibilities as Director of the Interjurisdictional Program. Work collaboratively with Director Monaghan to provide necessary law enforcement-related information to assist him in achieving the agreed upon outcomes of the Interjurisdictional Program. Redwood City Police Chief Kristina Bell will be the point of contact for Director Monaghan at the Redwood City Police Department Support Director Monaghan in strategic decisions. 5.2 The County shall be responsible for the following: ATTY/AGR.2025.170/County of San Mateo (MOU Between RWC and SMC for Ryan Monaghan) (Page 3 of 8)
