Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />To proceed, the Project requires both permanent right-of-way (ROW) acquisition of certain lands and <br />temporary ROW construction easements. The Project’s anticipated ROW capital costs of $21.3M are fully <br />funded based on staff’s initial offer estimates. These costs will be funded by an $8.0M California State <br />Transportation Improvement Program (STIP) grant, $8.0M U.S. Department of Transportation (U.S. DOT) <br />Infrastructure for Rebuilding America (INFRA) grant, and up to $20.0M from San Mateo County <br />Transportation Authority (SMCTA) Measure A grant funds. <br />ANALYSIS <br />In coordination with staff, the City’s ROW consultant, Associated Right of Way Services, Inc. (AR/WS), has <br />prepared market-based appraisals, performed the necessary evaluations, and initiated conversations with <br />the subject property owners. In accordance with state and federal regulations, a just compensation offer <br />was made to the owners of 295 Seaport Boulevard. The offer included acquisition of fee title based on the <br />City’s appraisal of the ROW involved, as described in the attached Property Purchase Agreement <br />(Attachment B). Staff, through AR/WS, negotiated the final agreement amount of $3,900 for the <br />acquisition of fee title. <br />Resolution No. 16277, and the associated staff report presented to the City Council on February 10, 2025, <br />established guidelines for the acquisition of property related to the Project. To proceed with acquisitions, <br />the City Council must approve the Property Purchase Agreement (Attachment B) and related documents. <br />EQUITY IMPACT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Applied a geographic equity index to assess impacts by location <br />Conducted community engagement with the population(s) most affected by this action <br />Reviewed from similar or relevant past program or policy in Redwood City <br />Reviewed data from a similar program or policy in another jurisdiction <br />Reviewed data related to a standard or emerging best practice <br />FISCAL IMPACT <br />There is no General Fund impact associated with this agreement. Table 1 (below) shows the funding <br />sources for the ROW acquisition costs and that the Project has sufficient funds to cover the ROW capital <br />costs. The purchase agreement amount is reimbursable from the California State Transportation <br />Improvement Program (STIP) Grant. This grant does not require a match. <br />7.B. - Page 2 of 48 <br />13
