<br /> PART I, Page | 12 <br />➢ PPA 2: Partnership Expectations <br />Applicants are encouraged to collaborate with: <br />• Local health departments <br />• Environmental health agencies <br />• Behavioral and mental health providers <br />• Community-based organizations <br />• Regulatory and cannabis licensing partners <br /> <br />Project Purpose Area 3: Youth Development/Youth Prevention and Intervention <br />➢ PPA 3: Purpose <br />To improve outcomes for youth by implementing trauma-informed, culturally <br />relevant, developmentally appropriate, and community driven programs that <br />prevent substance use, promote healthy decision making, and build the <br />competencies needed for successful transition into adulthood. For the purposes of <br />this RFP, youth are defined as individuals under the age of 21, consistent with the <br />legal age for cannabis use and purchase. <br /> <br />➢ PPA 3: Program Expectations <br />Youth development, prevention, and intervention programs should: <br />• Address the prevention of youth cannabis use and addiction, including <br />preventing exposure, delaying initiation, and reducing progression from use to <br />misuse. <br />• Promote healthy behaviors and environments that minimize illness, injury, and <br />other harms associated with substance use. <br />• Engage youth in intentional, prosocial activities within their communities, <br />schools, peer groups, and families. <br />• Recognize and build upon youth strengths, fostering supportive relationships <br />and providing opportunities for growth. <br />• Increase protective factors such as positive family support, caring adults, <br />positive peer groups, strong sense of self and self-esteem, engagement in <br />school and community activities <br /> <br />➢ PPA 3: Allowable Uses of Funds <br />Activities may include, but are not limited to: <br />• Youth Development and Skill Building <br />- Peer mentoring or community-based mentoring <br />- Job training, internships, and apprenticeships <br />- Leadership development and prosocial activities <br />• Prevention and Early Intervention <br />- Cannabis-specific substance use education <br />- Early intervention services for youth at risk of misuse <br />- Family strengthening and caregiver support programs <br />7.C. - Page 20 of 101 <br />79
