<br /> PART I, Page | 18 <br />Grantees will report on outcomes appropriate for their project and <br />participants (if applicable). <br />• Project-level quantitative and qualitative (narrative) information related to local <br />impacts due to the legalization of adult use recreational cannabis in California and <br />project highlights or success stories. <br /> <br />Local Evaluation Plan (LEP) <br />The purpose of the LEP is to ensure that the grantee has a plan in place at the beginning <br />of the project to collect the data and information necessary to, at the conclusion of the <br />grant period, report on the extent to which the project’s goals and objectiv es, as included <br />in the proposal, were achieved. The LEP is expected to include a detailed description of <br />the data and information that will be collected for each goal and its associated objectives <br />and detailed descriptions of the data management, analysis and reporting plans. The plan <br />should be developed before the project starts or during project implementation before <br />services or activities begin. Generally, modifications to the plan may occur during the <br />grant period to address challenges or lessons learned. Appendix C provides the <br />guidelines for the LEP. The LEP will be due no later than December 31, 2026. <br /> <br />Local Evaluation Report (LER) <br />The purpose of the LER is to document the extent to which the project achieved its goals <br />and objectives. Implementation of the LEP should ensure the grantee has the data and <br />information necessary to do so. Appendix C provides the guidelines for the LER. The <br />LER will be due no later than December 31, 2031. <br /> <br />Recommendation for Data Collection Evaluation Efforts <br />To ensure that grantees can comply with the BSCC’s data collection and reporting <br />requirements in a meaningful way that benefits the applicants, their communities, and the <br />State of California, it is highly recommended that grantees budget at least five (5) percent <br />of the total grant award for data collection and evaluation efforts. These efforts include <br />the resources necessary to complete the QPRs, develop and write the LEP, implement <br />the LEP, analyze data, and write the required LER. <br /> <br />Applicants are also encouraged to use outside evaluators to ensure objective and <br />impartial evaluations. Specifically, applicants are encouraged to partner with institutions <br />of higher learning universities, state universities, community colleges, and other research <br />entities. <br /> <br />In addition, applicants are strongly encouraged to identify research partners early on and <br />include them in the development of the proposal, so that the goals and objectives listed <br />in the Project Work Plan are measurable. <br /> <br /> <br />7.C. - Page 26 of 101 <br />85
