<br /> PART I, Page | 20 <br />Supplanting Prohibited <br />Supplanting is the deliberate reduction in the amount of federal, state, or local funds being <br />appropriated to an existing program or activity because grant funds have been awarded <br />for the same purposes. <br /> <br />Supplanting is strictly prohibited for all BSCC grants. BSCC grant funds shall be used to <br />support new program activities or to augment existing funds which expand current <br />program activities. BSCC grant funds shall not be used to replace existing funds. <br /> <br />It is the responsibility of the grantee to ensure that supplanting does not occur. The <br />grantee must keep clear and detailed financial records to show that grant funds are used <br />only for allowable costs and activities. <br /> <br />Audit Requirements <br />Grantees are required to provide the BSCC with a program specific compliance audit <br />that covers the service delivery period of the grant (July 1, 2026 to June 30, 2031). <br /> <br />The audit report will be due no later than December 31, 2031. The program specific <br />compliance audit must be performed by a certified public accountant or a participating <br />county or city auditor that is organizationally independent from the participating county or <br />city’s project financial management functions. Expenses for the final audit may be <br />reimbursed for actual costs up to $25,000. <br /> <br />In addition, the BSCC reserves the right to call for a program compliance or financial audit <br />at any time between the execution of the grant agreement and three (3) years following <br />the end of the grant period. <br /> <br />The Department of General Services, the California State Auditor, and the Department of <br />Finance or their designated representative shall also have the right to review and to copy <br />any records and supporting documentation pertaining to the performance of this grant. <br /> <br />Mandatory Grantee Orientation <br />Following the start of the grant period, BSCC staff will conduct a mandatory grantee <br />orientation (on a date to be determined later). The purpose of this mandatory session is <br />to review the program requirements, invoicing, and budget modification processes, data <br />collection and reporting requirements, as well as other grant management and monitoring <br />activities. Typically, the project director, financial officer, and day-to-day contact must <br />attend.
