Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Mitchell Field is one of three soccer fields within Red Morton Park. Its synthetic turf was last replaced in <br />2015. Over time, the turf infill broke down, impacting both the safety and playability of the field. As part <br />of the recent improvements, the turf’s field was replaced, and the nearby softball infield (previously a clay <br />surface) was converted to synthetic turf in order to provide full accessibility for all users. <br />Fair Oaks Field is a stand-alone soccer field located at Fair Oaks school, in unincorporated San Mateo <br />County, along the City’s eastern border. Its synthetic turf surface was replaced in 2012 and has since <br />reached the end of its useful life. <br />As part of the PRCS turf replacement program, staff coordinated turf replacement for both fields and <br />converted the infield at Mitchell to synthetic turf. This project created a uniform surface between the <br />soccer and softball fields, making the infield fully accessible to all users. <br />The project was competitively bid in April 2025. Two bids were received. On May 19, 2025, the City Council <br />awarded the Mitchell & Fair Oaks Field Synthetic Turf Replacement Project to FieldTurf USA, Inc. in the <br />amount of $2,198,996 with authorization for up to 10 percent contingency for a not-to-exceed total in the <br />amount of $2,418,896. <br />ANALYSIS <br />The project was awarded with City Manager authorization to increase the contract amount up to 10 <br />percent contingency to address any unforeseen conditions or changes necessary during construction. <br />Staff issued three change orders during construction due to unknown utilities located within the infield <br />area at Mitchell Field. <br />Construction began in June 2025 and was fully completed in November 2025. Staff worked with the <br />project consultants to ensure all permit compliance and documentation were handled successfully. <br />Three change orders were approved during construction. Change Orders #1 and #2 addressed utilities <br />discovered under the Mitchell softball infield and repaired additional deteriorated conditions found under <br />the turf fields. Change Order #3 credited the City for work that did not end up being required. Combined, <br />these change orders were within the authorized contract contingency amount. <br />The City Engineer has determined the improvements outlined by the project plans and specifications meet <br />City standards, approved permit requirements, and are complete in acceptable condition for final <br />acceptance and close-out. Therefore, staff recommends acceptance of the project, filing a notice of <br />completion and verification form, and final release of all bonds and retention. <br />7.A. - Page 2 of 4 <br />9
