<br />The City is committed to providing full Relocation Assistance to eligible displaced persons. The assistance will include advisory
<br />assistance to identify viable replacement sites.
<br />Non-Residential Replacement Sites
<br />It is anticipated that the restaurant business may need more than the statutory 90-day notice to identify, secure and move
<br />into a replacement site. Restaurants tend to require significant tenant improvements that will require adequate lead time to
<br />allow for permitting and construction.
<br />A market survey conducted in February 2026 identified a sufficient supply of available retail spaces within the immediate
<br />area to accommodate the displaced business. The survey included a review of currently listed vacancies and an assessment
<br />of retail units that may be adequate for the restaurant when considering the size, configuration, visibility, and accessibility of
<br />the spaces. Findings, summarized in the table below, indicate that multiple suitable properties are actively being marketed
<br />for lease, demonstrating that the local market has the capacity to support the relocation of the restaurant.

<br />Preliminary Relocation Cost Analysis
<br />A preliminary relocation cost analysis was developed from information gathered in business owner interviews, research of
<br />the area real estate market, federal and California relocation laws and regulations, and the experience of the City’s consultant.
<br />The estimate of relocation payments the City may be required to pay businesses under its Relocation Assistance Program is
<br />estimated to be between $200,000 to $500,000, though the final cost may end up higher. This preliminary analysis is based
<br />upon the City’s current understanding of the affected businesses. The cost to acquire real property, improvements pertaining
<br />to realty, other tenant interests, and costs associated with claims for potential loss of business goodwill are not included in
<br />this estimate of relocation payments.
<br />The City will not proceed with displacement activities until it has secured the funds to pay relocation assistance payments to
<br />eligible occupants. Funds will be sufficient to provide full relocation assistance in accordance with the City’s Relocation
<br />Assistance Program.
<br />Funding for Relocation Assistance
<br />The total project is estimated to cost $384 million, for which funding has been secured through various federal, state, and
<br />local (County and City) sources. As part of the right-of-way (R/W) phase, the relocation assistance is included in the R/W
<br />capital costs. As demonstrated in the table below, the Project has sufficient funds to cover the relocation assistance within
<br />the R/W capital budget.
