Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />On May 4, 2026, the City Council waived the first reading and introduced an ordinance amending Chapter <br />33B of the Redwood City Municipal Code to establish an Entertainment Zone 2000 block of Broadway <br />and the cross-section of Redwood Creek between Broadway and the Main Street Parking Lot (Broadway <br />Pedestrian Mall) consistent with Senate Bill 969 as codified in California Business and Professions Code <br />Section 25692 and miscellaneous related changes. <br /> <br />In 2024, the California Legislature adopted Senate Bill (SB) 969 (codified in California Business and <br />Professions Code Section 25692), which allows local municipalities and counties <br />to designate “Entertainment Zones.” An Entertainment Zone is an area defined by ordinance, where <br />patrons may consume alcoholic beverages in public spaces, such as streets, sidewalks, or plazas, during <br />specified days and hours, and under operational conditions that the City may define. SB 969 expanded <br />upon a law that had previously applied only in the City and County of San Francisco (SB 76) to allow <br />Entertainment Zones to be established in any jurisdiction in the state. <br /> <br />Entertainment Zones must be established through a local ordinance and must comply with the <br />regulations of the California Department of Alcoholic Beverage Control (ABC). Existing businesses may be <br />eligible to participate in the sale of alcoholic beverages as part of an Entertainment Zone if they have an <br />existing permanent business location (i.e., a brick-and-mortar business) that opens to the designated <br />Entertainment Zone and possess an active ABC license (ABC licensees). ABC licensees may allow their <br />patrons to leave the business premises with an open alcoholic beverage container for consumption within <br />the boundary of that Entertainment Zone. <br />ANALYSIS <br />If the ordinance is approved, staff will: <br /> <br />1. Submit all required documentation to the Department of Alcoholic Beverage Control (ABC) for <br />implementing the Entertainment Zone. <br />2. Establish Entertainment Zone Guidelines for use at upcoming activations. <br />3. Conduct outreach to businesses located within the proposed Entertainment Zone areas to provide <br />information on the initial implementation and notify the businesses to take the appropriate <br />steps with ABC to activate their licenses. <br />4. Design and order materials in accordance with the Ordinance for: <br />a. Notice of Activation <br />b. Entrance and Exit Signage for the Zone <br />c. Business Participation Signage <br />d. Approved non-metal, non-glass containers <br /> <br />If the ordinance is adopted, staff anticipates initial activations of approximately 2–3 hours in duration, <br />occurring 2–3 times over the first three to four months; this schedule may be adjusted based on <br />operational experience, within the City Manager’s authority. <br />7.G. - Page 2 of 11 <br />235
