Page 7 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />In 2020, the City adopted relocation assistance administrative fees to recover costs under the City’s <br />Relocation Assistance Ordinance (now repealed). A new fee must be adopted to reflect the relocation <br />assistance requirements under the City’s TPO. This fee will ensure the City recovers the actual staff cost <br />of processing the relocation assistance application, which has been calculated by the actual staff time to <br />review and process the applications. Under the administrative regulations, the relocation assistance <br />application process is streamlined and only requires City staff time and materials costs. Fully burdened <br />hourly rates were applied to labor estimates, incorporating direct costs, indirect costs, and departmental <br />overhead. See Table 2 below for the proposed fees and a more detailed calculation in Attachment A. <br />Fair Rate of Return Appeal Fee <br />The City’s TPO authorizes staff to collect an administrative fee for fair rate of return appeals. The fair rate <br />of return appeal fee is charged on an actual cost basis. Since each appeal case is unique and actual <br />processing times will vary from case to case, staff propose establishing a deposit-based fee. In developing <br />the deposit amount, staff considered the estimated amount of time it would take for staff and appeal <br />officer to review an appeal and issue a decision. See Table 2 below for the proposed fees and a more <br />detailed calculation in Attachment A. <br />Landlords must pay the required deposit at the time they submit the appeal application to the City. Once <br />the appeal is completed and a decision is issued, the City will calculate and determine the actual costs of <br />processing the appeal. If the actual cost is more than the deposit, the City will bill the landlord for the <br />difference between the actual costs and the deposit. If the actual cost is less than the deposit, the City <br />will refund the landlord for the difference between the deposit and the actual cost. <br />Table 2 – Proposed Fees <br />Service Type Fee Unit <br />1. Fair Rate of Return Appeal Fee Deposit $4,500 Per appeal <br />Staff recommend including an annual inflation adjustment to the proposed fees based on the net <br />change in average City salaries and benefits costs for that fiscal year. <br />EQUITY IMPACT STATEMENT <br />The TPO was developed as a recommendation of the Anti-Displacement Strategy, which undertook <br />several years of extensive community input from tenants, landlords, and key stakeholders. The main <br />purpose of the TPO is to promote housing stability and reduce the displacement of vulnerable and low- <br />income households by requiring minimum lease terms, just cause for eviction protections, and tenant <br />relocation assistance for tenants displaced through no fault of their own.
