Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Nationally, Disability Pride Month is recognized every July to mark the anniversary of the passage of the <br />Americans with Disabilities Act (ADA) on July 26, 1990, landmark legislation that broke down barriers to <br />inclusion in society. People with disabilities deserve to live full, self-determined lives, yet discrimination <br />persists for the 1 in 4 U.S. adults living with a disability. The Disability Pride flag is designed to represent <br />the cross-disability community and underscore solidarity within the disability community, despite <br />differences. <br />On May 23, 2026, a community member requested that the Disability Pride Flag be displayed at <br />Courthouse Square. In 2024, the City Council authorized the flag to be flown at Courthouse Square from <br />July 16 through July 26. To streamline this process and avoid the need for annual Council action, staff is <br />proposing to make the display of the Disability Pride Flag an ongoing annual practice. <br />ANALYSIS <br />The City of Redwood City has an Administrative Policy that authorizes the display of flags upon approval <br />of the City Council by resolution. Such authorization can be made in conjunction with official actions, <br />ceremonial items, or proclamations of the City Council. The display of the Disability Pride flag in <br />recognition of the disability community and the anniversary of the passage of the Americans with <br />Disabilities Act (ADA), would express the City Council’s official sentiment of recognition and support for <br />the disability community. <br />Annually on July 26, the City celebrates National Disability Day, a recognition identified through the <br />development of the Redwood City Equity Plan. Under the leadership of the City’s IDEAL (Inclusion, <br />Diversity, Equity, Accessibility and Leadership) Program, with input from the City Council’s Equity and <br />Social Justice Sub-Committee, the City has identified cultural events and awareness days/months to be <br />recognized through special programming or City Council action such as proclamations. The list of annual <br />recognitions is not exhaustive; a range of other cultural celebrations and acknowledgements take place <br />every year in Redwood City. Further, staff revisits the list of recognitions on a bi-monthly basis to ensure <br />continued equity and inclusivity in City policies and practices. <br />The attached resolution (Attachment A) would authorize the display of the Disability Pride flag at <br />Courthouse Square annually for the month of July. <br />7.A. - Page 2 of 7 <br />5
