The city shall notify an applicant whether their application for a low barrier navigation center <br />development is complete pursuant to Government Code Section 65943, within 30 days of <br />receipt of an application. <br />2. The city shall act on the application within 60 days of receipt of a completed application. <br />3. Applications for low barrier navigation centers are subject to Ministerial Review by the Zoning <br />Administrator pursuant to Government Code Section 65662. <br /> <br />31.7 - Excavations. <br />A. A Use Permit shall be required for the The extraction from or deposit on the earth of rock, stone, <br />gravel, sand, earth, minerals, or similar materials, and the grading of any parcel, shall be permitted <br />in any district subject to first securing a use permit therefor, unless the excavation is performed in <br />conjunction with one of provided that the following activities shall be permitted in any district <br />without a use permit: <br />1. A building permit has been issued for excavations Excavations for the foundation or basement <br />of any structure, including swimming pools, for which a building permit has been issued,; <br />2. A building permit has been issued for construction of a structure that requires excavation of <br />or deposits on the earth of any of the above-mentioned materials in connection with the <br />construction of any structure for which a building permit has been issued. <br />32. An entitlement or building permit has been issued for a permitted use that requires grading <br />to prepare the site and does not result in a Grading of any parcel of land in preparation for a <br />permitted use where no bank is left standing and exposed more than ten (10) feet in vertical <br />height. or <br />4. An entitlement or building permit has been issued for a permitted use that requires grading <br />and when less than one thousand (l,000) cubic yards of earth are removed from the parcel. <br />53. Grading pursuant to an approved subdivision or a subdivision improvement agreement. in <br />any subdivision when such grading is done to grades approved by the City Council in <br />connection with the approval of a subdivision improvement agreement which includes plans <br />showing the proposed grades to be established. <br />B. Any application filed for a use permit in accordance with Article 42 (Use Permits) and pursuant to <br />the terms of this section shall be accompanied by the following: <br />1. A map showing the natural or existing contours of the site and the proposed contours which <br />shall show the slopes of excavation and fills. The elevations of all points used in determining <br />the contours shall be indicated. Contour lines shall be shown at the following intervals: <br />a. Six (6)-inch contour interval for ground slopes between level and two percent (2%). <br />b. One (1)-foot contour interval for ground slopes between two percent (2%) and five <br />percent (5%). <br />c. Five-foot contour interval for ground slopes exceeding five percent (5%). <br />The elevations of all points used in determining the contours shall be indicated. <br />2. A preliminary soils report prepared in accordance with Article VIII (commencing at Section <br />30.49 30.110) of Chapter 30 of the Municipal Code of the City of Redwood City. <br />8.B. - Page 66 of 212 <br />381
