Allow SB 79’s baseline obligations to take effect without adopting a temporary <br />exclusion ordinance; and <br />2. Concurrently develop an SB 79 compliant Transit Oriented Development <br />Alternative Plan in coordination with ongoing planning efforts. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.B.Introduce two ordinances amending the Zoning Code and Municipal Code, <br />respectively, and adopt a resolution amending City Engineering Standards to <br />implement General Plan Housing Element programs, development <br />streamlining, and code maintenance <br />Recommendation: <br />1. Waive the first reading and introduce an ordinance amending the Zoning Code <br />to implement the 2023-31 Housing Element, development review streamlining, <br />and Zoning Code maintenance, and rescind Resolution No. 6882 and Resolution <br />No. 7805 regarding CEQA Guidelines; <br />2. Waive the first reading and introduce an ordinance amending the Municipal <br />Code to implement the 2023-31 Housing Element, development review <br />streamlining, and Municipal Code maintenance; and <br />3.
