Page 1 of 3 <br />Attachment E – General Plan Conformance <br />GENERAL PLAN CONFORMANCE <br />The Redwood City General Plan establishes goals, policies, and programs that guide the growth and <br />development of Redwood City. The proposed Zoning and Municipal Code amendments would implement <br />the following General Plan policies and programs: <br /> <br />Built Environment Element, Policy BE-22.1: Strive for consistency between the General Plan and <br />the Zoning Ordinance and other local regulatory documents that implement General Plan policies. <br />The General Plan is the overarching blueprint for the City’s development while the Zoning Code <br />and other regulatory documents are the instruments that put the General Plan’s goals, policies, <br />and programs into action. As such, consistency between the General Plan and its implementing <br />documents is vital. The code maintenance updates that comprise the majority of the proposed <br />zoning amendments are intended to implement General Plan Policy BE-22.1 in that they improve <br />consistency between General Plan policies and the zoning provisions that implement them and <br />they help clarify the intent of the zoning code to ensure that General Plan policies are being <br />implemented accurately. <br /> <br /> <br />Housing Element Program H1-8: Small Lots. Due to site design and circulation requirements, <br />development on small lots (lots smaller than a half-acre) can be more challenging than on large <br />lots. <br />Objectives <br />Implement the Zoning Ordinance revisions identified in Program H4-3 to facilitate <br />small lot development in the R-2, R-3, R-4, and R-5 zones and ensure that <br />maximum densities can be achieved, even on small lots. <br />Review mixed use zones … and identify any additional incentives that could be <br />incorporated. <br /> <br />In advancement of Program H1-8, the proposed amendments implement various strategies to <br />reduce barriers to development on small, constrained lots, such as reducing setbacks, reducing <br />minimum open space requirements, and expanding where required open space can be located. <br /> <br />8.B. - Page 210 of 212 <br />525
