Page 2 of 3 <br />Housing Element Program H3-3: Housing Options for Special Needs and Extremely-Low Income <br />Households. Redwood City neighborhoods offer a diversity of housing types that vary in type, <br />density, and age. Extremely low-income households and households with special needs have <br />limited housing options. To meet the needs of special needs groups, innovative housing options <br />should also be explored. <br />Objectives <br />Amend the Zoning Ordinance to explicitly allow housing targeted to extremely <br />low-income households, including SROs and group homes for these income groups. <br />Continue to allow low-barrier navigation centers by-right in mixed-use and <br />nonresidential development consistent with AB 101. <br /> <br />Providing housing options for special needs and extremely low-income households is a key <br />Housing Element priority. Low-barrier navigation centers provide crucial housing opportunities <br />and services for special needs populations and extremely low-income households that are not <br />met through market-rate housing development. The proposed amendments would provide clarity <br />and greater visibility of the regulations for low-barrier navigation centers in the Zoning Code in <br />order to further implement Program H3-3. <br /> <br />Housing Element Program H4-6: Permit Processing. Lengthy review periods associated with <br />permit processing are perceived as one of the major constraints to housing development in any <br />city, with delays increasing the holding cost of developments. Complicated procedures related to <br />various funding sources may also discourage new development especially by affordable and <br />special needs housing developers. To facilitate residential development, the City provides <br />development pre-application review and offers a streamlined processing system that simplifies <br />and expedites development processing. <br />Objectives <br />Continue to evaluate and improve the streamlined processing system to facilitate <br />residential development. <br />Streamline 100% affordable housing with a priority staff-level planning <br />entitlement process. <br /> <br />The proposed amendments would introduce a ministerial review process for 100% affordable <br />housing that would not require a public hearing. The staff-level entitlement review would simplify <br />procedures and expedite review processes in order to implement Program H4-6. <br /> <br />8.B. - Page 211 of 212 <br />526
