Page 3 of 3 <br />Housing Element Program H4-7: Revised Parking Standards. The cost of constructing parking can <br />be a significant portion of the cost of developing new housing. Redwood City is a leader in <br />providing innovative parking standards; our Downtown Parking Zone includes reduced parking <br />standards, incentives for shared parking open to the public, as well as a required maximum <br />number of spaces per unit. The Zoning Ordinance also allows for shared and multi-family <br />residential developments within the City’s major Mixed Use areas also have reduced parking <br />standards. <br />Objectives <br />Staff will review parking standards for housing for persons with disabilities and <br />affordable housing and bring appropriate amendments to City Council to ensure <br />parking reductions for persons with disabilities and affordable housing are <br />effectuated. <br />Parking is a large portion of the cost of developing multifamily and reducing the number of <br />required parking spaces is an important strategy to facilitate more housing of all kinds, but <br />especially affordable housing. As such, the proposed amendments would eliminate parking <br />requirements for 100% affordable housing, senior housing, group homes, and low-barrier <br />navigation centers in order to implement Program H4-7. <br /> <br />Housing Element Program H4-9: Housing Accountability Act. The Housing Accountability Act, <br />among other things, prohibits a jurisdiction from denying or reducing the density of residential and <br />mixed-use projects (comprised of 2/3 or more residential) if the project complies with objective <br />design standards, unless a finding can be made that the project would have an unavoidable impact <br />on public health or safety that cannot be mitigated in any way other than rejecting the project or <br />reducing its size. <br />Objectives <br />Streamline the number of projects requiring Planning Commission review and <br />study additional ways to speed housing approvals. <br /> <br />The proposed amendments would implement development review streamlining such as <br />ministerial review for 100% affordable housing and reducing thresholds for AAC and Planning <br />Commission review. The development review streamlining would be consistent with Housing <br />Accountability Act requirements to enforce objective design standards in residential development <br />review, while reducing the number of public hearings in order to implement Program H4-9. <br />8.B. - Page 212 of 212 <br />527
