Page 1 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 13, 2026 <br />SUBJECT <br />City Council consideration of an expansion (including potential boundary changes and the study of future <br />land use changes in the expansion area generally bounded by Woodside Road, US 101, Douglas Avenue, <br />Bay Road, Willow Street, and Spring Street) of the Greater Downtown Area Plan effort currently underway <br />SUMMARY <br />The City’s Greater Downtown Area Plan (GDAP) effort has been underway since September 2024 and is <br />currently in Phase 3 of what will be a 4-phase planning process. At its study session on January 12, 2026, <br />and its offsite workshop on March 14, 2026, the City Council provided feedback to the project team <br />expressing interest in expanding the boundary of the GDAP study area east of Woodside Road in order to <br />help improve the mobility network, to incorporate micro-businesses, and to examine the possibility of <br />expanding the range of allowable land uses in the area. This staff report provides the City Council with an <br />overview of current land use and transportation policy in the potential expansion area, a summary of <br />mobility projects underway in the area, an analysis of factors to consider in determining whether to <br />expand the GDAP study area, and alternatives to boundary expansion. <br />RECOMMENDATION <br />1. Receive an update on the Greater Downtown Area Plan (GDAP) planning effort, including work <br />completed to date and the status of the current planning process; and <br />2. Direct City staff to either: <br />a. Retain the existing plan area boundary for the GDAP effort and continue to implement the <br />existing project scope of work. <br />b. Expand the plan area boundary for the GDAP effort, draft an amended scope of work and <br />budget for the project, and return to City Council for approval of the amended scope and <br />budget, or; <br />c. Pursue one or more strategic initiatives to: <br />i. Select specific mobility projects for inclusion in an update to the Transportation <br />Project List within a future CIP; <br />9.A. - Page 1 of 27 <br />528
