Evaluate options for drafting a Community Plan for the area east of Woodside Road. <br />STRATEGIC PLAN GUIDING PRINCIPLES <br />Economic Vitality <br />Transportation <br />Housing <br />BACKGROUND <br />The City is currently in the process of preparing a new plan for the Greater Downtown area, which includes <br />the Downtown core and the adjacent neighborhoods of Centennial (south of Whipple Avenue) and <br />Stambaugh-Heller within its planning area. The Greater Downtown Area Plan (GDAP) effort includes an <br />extensive community outreach and visioning process, economic analysis, and environmental analysis; it <br />will culminate in a Plan that guides the area’s equitable evolution in terms of land use, urban design, <br />mobility and connectivity, historic preservation, economic vibrancy, infrastructure, and climate resiliency. <br />GDAP Work Completed To Date <br />On August 26, 2024, City Council approved a consultant contract with a project team led by WRT, a San <br />Francisco-based planning and urban design firm, to support City staff in community engagement for the <br />GDAP and in drafting the Plan itself. On September 18, 2024, City staff and the consultant team held a <br />kick-off meeting to initiate Phase 1 planning work. Over the following 8 months, the project team engaged <br />in an in-depth existing conditions analysis of the planning area and kicked off a series of community <br />engagement activities intended to understand City and community interests, concerns, and priorities for <br />the Greater Downtown area. The project team presented the results of its existing conditions analysis to <br />the Planning Commission on June 17, 2025. <br />The project team then quickly pivoted to project Phase 2, developing the GDAP Vision Framework, which <br />proposed an overarching set of concepts and ideas intended to spark a community conversation about <br />the future of Redwood City’s Greater Downtown area. The Vision Framework, which was presented at a <br />community open house on October 11, 2025, and at study sessions to seven Boards, Commissions, and <br />Committees (BCCs) and to the City Council for their input and feedback between October 2025 and <br />January 2026, laid the conceptual framework for the GDAP. <br />In January 2026, the project team kicked off project Phase 3 (current phase) to further develop the <br />concepts from the Vision Framework; in this phase, the project team will prepare a Plan Framework for <br />community, BCC and City Council review and endorsement. The Plan Framework will set the ultimate <br />direction for drafting the Final Plan and Environmental Impact Report (project Phase 4) and will serve as <br />the “project description” for the project’s environmental analysis. <br />9.A. - Page 2 of 27 <br />529
