Page 3 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />GDAP Boundary Expansion Proposal <br />At the Vision Framework study session with City Council on January 12, 2026, the Council expressed <br />interest in having the project team examine options to facilitate a “spine/spoke” of improved bicycle and <br />pedestrian connectivity on Broadway beyond the current GDAP boundary between Woodside Road and <br />5th Avenue as well as provisions for micro-businesses, especially along the eastern end of Broadway. It <br />was suggested that this could be accomplished through an expansion of the GDAP boundary. At the time, <br />the Planning Division’s project team understood this recommendation to be primarily related to <br />improving bike and pedestrian mobility connections between the GDAP planning area and surrounding <br />neighborhoods. Subsequently interest was expressed to include a reexamination of the permitted uses <br />within the potential GDAP expansion area in order to transition the area away from its longstanding role <br />as a hub for light industrial uses and toward a future with residential, office, and retail uses. Because <br />Council’s request would require a considerable expansion of the project geography and scope (including <br />General Plan and Zoning amendments) at a time when the project is already over 18 months into the <br />anticipated 36 month planning process, it is critical for City staff to confirm understanding of the City <br />Council’s direction for the project team, to highlight potential challenges related to expanding the GDAP <br />boundary at this point in the process, and to discuss potential alternatives to boundary expansion to <br />achieve some of the desired goals. <br />Current & Potential GDAP Boundary <br />As originally identified in the GDAP scope of work approved by City Council on August 26, 2024, the GDAP <br />planning area boundary is generally bounded by Whipple Avenue, US 101, Woodside Road, and El Camino <br />Real, as shown in Figure 1; it covers an area of 660 acres. <br />Figure 1: Current GDAP Boundary <br />9.A. - Page 3 of 27 <br />530
