City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
Boulevard and in Seaport Centre for maintenance of facilities that were determined to require a level of
service greater than regularly required.
On June 8, 2015, the City Council accepted the City Manager’s and Engineer’s Reports (Reports) that
describes the maintenance work, costs and the formula by which annual assessments will be calculated
against each assessed parcel for an aggregate amount not to exceed $212,500 for the District. On August
24, 2015, property owners of the District approved, by a vote of 100 percent yes, the levy of a maximum
annual benefit assessment of $212,500. On the same date, the City Council adopted a resolution
approving the proposed annual assessments and authorizing San Mateo County to levy and collect the
assessments.
Starting in 2016, the City Council has annually adopted a resolution authorizing the levy and collection of
the annual assessments for the District.
ANALYSIS
The District is assessed annually to allow taxes to be levied and collected by the San Mateo County
Controller and Tax Collector Offices with the secured property tax roll. Only special benefits are assessed,
and any general benefits have been separated from the special benefits as shown in the reports for the
District. The District’s annual assessment and formula for distributions were confirmed by City Council in
2015.
The proposed annual assessment for tax roll year 2026-2027 in the amount of $212,500 would not be a
change from the annual assessment stated in the confirmed reports and the assessment would not be a
change from the annual assessment levied since FY 2015-16. There is also no change in the formula and
distribution of benefit assessments among each individual parcel in the District from what was shown in
the confirmed Reports.
As shown in the Reports, the annual maintenance budget is balanced, with expected District expenditures
not exceeding assessments. A draft resolution authorizing the levying and collection of
assessments is attached. Copies of the Reports, which include the annual budget and assessments, are
available for review in the City Clerk’s Office.
EQUITY IMPACT
All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates
assessment process, not findings. The anticipated impact of this policy, program, or action has been
assessed in the following ways:
Reviewed from similar or relevant past program or policy in Redwood City
7.A. - Page 2 of 5
11
