CHAPTER 18 – LOCAL IMPROVEMENTS AND PLANNING ARTICLE XIV. - LOCAL DEVELOPMENT STANDARDS [Changes only to Sections 18.235, 18.240, and 18.242 ] Sec. 18.235. DEFINITIONS: For the purposes of this Article, the following words and phrases shall have the meanings respectively ascribed to them by this Section: COMMERCIAL BUILDING: Means any structure that relates to or is connected with a business or trade, including but not limited to, office or industrial uses. EXISTING BUILDING: Means the building, where tenant improvements or substantial remodeling will be performed on the date of the application for the building permit. GREEN INFRASTRUCTURE: Means the construction and retrofit of storm drainage to reduce runoff volumes, disperse runoff to vegetated areas, harvest and use runoff where feasible, promote infiltration and evapotranspiration, and use bio-retention and other natural systems to detain and treat runoff before it reaches our creeks and Bay. Green infrastructure facilities include, but are not limited to, pervious pavement, infiltration basins, bio-retention facilities or “raingardens”, green roofs, and rainwater harvesting systems. Green infrastructure can be incorporated into construction on new and previously developed parcels, as well as new and rebuilt streets, roads, and other infrastructure within the public right-of-way. NEW BUILDING(S) (Residential or Commercial): Means any construction of a building, or buildings with a total floor area of eight hundred (800) square feet or more. New residential buildings also include any construction resulting in modification of fifty percent (50%) or more of the structural walls of an existing residential building. OWNER: Means the owner or owners of record of the subject property. PARKING FACILITIES: Means a parking lot or parking structure for five (5) or more parking spaces. PROPERTY OR SUBJECT PROPERTY: Means the real property which is being approved. RESIDENTIAL BUILDING: Means any structure that is used for private permanent dwelling purposes. Residential buildings do not include hotels, motels or other similar structures. STREET: Means and includes any public street, avenue, lane, alley, court, and place.
