<br />The second resource, "Understanding the Basics of Climate Change Cap-and- Trade: A Local <br />Official's Guide" (www.ca-i1a.ora/climatewhiteoaoers). provides an overview of cap-and-trade and <br />how it relates to local agencies. <br /> <br />New Site Certification Program to Stimulate Regional Business Development <br /> <br />The Business, Transportation and Housing Agency Secretary Dale Bonner recently <br />announced the creation of the statewide Site Certification Program. <br /> <br />The program is designed to allow commercial and industrial building projects to start faster. <br />It permits local governments to market registered building sites that are "project ready," <br />supporting new investment and retention of expanding industries in the state. <br /> <br />The California Department of Real Estate (ORE) will perform site certification, reviewing the <br />required materials to ensure a site meets specific criteria including, but not limited to, <br />verification and availability of utilities, site access, environmental concerns, land use <br />conformance and potential site development costs. <br /> <br />ORE will provide a current inventory of commercial and industrial sites that are available for <br />purchase or lease, have the support of local permitting authorities, meet current evaluation <br />criteria for various commercial and industrial uses and are readily available for project <br />development or initiation of use in the shortest time possible. <br /> <br />Visit ORE's Web site www.dre.ca.aovlindcertifiedsites.htmlfor more information on the <br />Site Certification Program as well as a listing of certified sites. <br /> <br />9A <br />Page 7 <br /> <br />7 <br />
