Standards for Issuing Permits/Findings/Mitigation Requirements.

The project site is located roughly two miles southeast of the San Carlos Airport.
Land uses located near airports are subject to oversight by the San Mateo County
Association of Governments, which serves as the Airport Land Use Commission for the
county. The Commission has adopted FAR Part 77 regulations to establish height
restrictions and federal notification requirements applicable to projects proposed within
designated airspace boundaries. The Commission also adopted a Revised Airport
Influence Area Boundary Map for San Carlos Airport defining the area in which local
agencies would be required to submit proposed land use actions to the Commission for
formal review. The Saltworks site is located entirely within Area A of the boundary map.
Actions within Area A do not require the Commission's review, but do require the
disclosure of potential airport and aircraft impacts to be included in real estate transfer
documents. If the City decides to commence the CEQA process, the EIR should address
these issues.

The FAA also provides guidance regarding the protection of airspace through its
regional office. The project site may be located in an area requiring an easement with

22
