Segregate costs and performance <br />of employer-based and community-based shuttles. <br /> <br />· Actively seek additional funding sources to expand <br />shuttle operations and management based on <br />shuttle needs identified in the process described <br />above5 <br /> <br />. Develop a funding and implementation plan in con- <br />junction with SMCTO to develop and implement <br />real-time passenger shuttle arrival information to <br />help build shuttle. Caltrain and BART ridership. <br /> <br />· Develop marketing campaigns for shuttle routes <br />that do not achieve minimum standards as de- <br />scribed below. Consider eliminating shuttle routes that <br />do not meet minimum standards after a year- long trial. <br /> <br />· In collaboration with SMCTO and C/CAG. develop <br />a single set of performance standards for employ- <br />er-based shuttles to BART and Caltrain. <br /> <br />Measures of Effectiveness: <br /> <br />The recommended shuttle measures of effectiveness <br />include both a minimum standard and a target standard. <br />All employer-based shuttles should meet the minimum <br />standard. <br /> <br />· Achieve a minimum of 20% equivalent farebox <br />ratio and a target equivalent farebox ratio of 25% <br />or more. <br /> <br />· Achieve a cost per passenger of $7.00 cost or less <br />with a target of $4.00 or less for all employer- <br />based shuttles. <br /> <br />· Attain high6 satisfaction rates in annual customer <br />surveys. <br /> <br />· Total cost per ton of emissions reduced should be <br />below $90.000 per ton of emission reduced, This <br />is the standard established by the Bay Area Air <br />Quality Management District. <br /> <br />3. Employer Support Services <br /> <br />The Alliance provides three types of support services to <br />employers that overcome barriers to commute alterna- <br />tives: <br /> <br />· The Emergency Ride Home Program supports <br />commuters at participating employers who use <br />alternative modes by guaranteeing that they will be <br />able to get home immediately in the event of an <br />emergency. The Alliance pay 75% of a taxi, and par- <br />ticipating employers pay the remaining 25%. There <br />were 52 employers participating in FY 2008/09. <br /> <br />· The Alliance provides a 50% reimbursement for <br />employers and schools which install bicycle lockers <br />and racks for their employees and students. The <br />Alliance will pay up to $500 each for the lockers <br />and rack. <br /> <br />· Bicycle safety and training workshops, free to <br />employers, are coordinated by the AIHance with <br />a certified bicycle safety instructor who in turn <br />provides a variety of information including: rules <br />of the road for cyclists, tips on buying a bicycle, and <br />bicycle maintenance. <br /> <br />6 On a scale of 1lo 7 with 7 being lhe highest satisfaction level, respondents of 6 or 7 would be consider high satisfaction <br /> <br />15 <br />
