<br />78 <br />Page 41 <br /> <br /> <br />· The need to understand the Alliance's role vis-a-vis <br />other agencies In the County and how to avoid the <br />duplication of effort with other agencies; . <br /> <br />· The need to assess how much internal capacity the Alli- <br />ance has to carry out its current programs and any new <br />programs; and <br /> <br />· Concerns about unstable funding in the future. <br /> <br />The following Is a summary of the answers given by Board, Staff, <br />Supervisory Committee members and others. <br /> <br />I. Have you been through a similar planning <br />process beforel Old It workl If not, why <br />not? If so, what elements did you particu- <br />larly like? <br /> <br />About 50% of interviewees had been through a similar <br />process before. <br /> <br />The majority of people hadn't found strategic planning <br />to be that useful and several objected to techniques <br />used by the facilitators. Many people found the process <br />too unfocussed and hadn't led to practical, useable <br />plans. A few people stated clearly that they liked hear- <br />ing other people's views and that this was a good forum <br />for working together. <br /> <br />2. What do you want to achieve from the <br />planning process? What are your expecta- <br />tions of the planning process? What would <br />success look like at the completion of the <br />process! <br /> <br />The vast majority of people interviewees wanted a plan <br />that is: <br /> <br />· Practical and realistic-something that can be used over <br />a period of years <br /> <br />. A plan that clearly defines the Alliance's role and mission <br /> <br />· A plan that deals with duplication of work with other <br />agencies <br /> <br />3. What are the major Issues facing the <br />Alliance? <br /> <br />Funding was the first thing that almost alllnterviewees <br />mentioned. This is clearly an issue on the top of most <br />people's minds. Again, duplication of work with other <br />agencies (mainly Sam Trans) was mentioned a lot as well <br />as lack of focus and the need for a clearer definition of <br />the Alliance's role, focus and priorities. <br /> <br />This was also the first time people had the opportunity <br />to mention programs that they thought the Alliance <br />should or could be involved with such as school buses <br />and community shuttles. Issues related to how much <br />work a small staff could take on and tension between <br />cities on the Alliance Board were also mentioned. but <br />were not as pressing as the issues of funding and defini- <br />tion. Reaching more people with PR and outreach was <br />clearly an issue with several people asking the question <br />of how to educate more residents about the Alliance's <br />programs. <br /> <br />39 <br />
