<br />78 <br />Page 45 <br /> <br /> <br />Enhanced Funding Opportunities <br /> <br />The Alliance currently has four funding agreements that provide <br />the bulk of Its budget that directly funds services: <br /> <br />I. C/CAG Transportation Fund for Clean Air (TFCA local <br />40%): $449,000 <br /> <br />2. C/CAG Congestion Relief Plan: $509,000 <br /> <br />3. C/CAG Regional Rideshare for San Mateo County <br />(TFCA regional 60%): $70,000 <br /> <br />4. San Mateo County Transportation Authority, Measure <br />A TSM: $398,103 <br /> <br />The ability to expand funding resources will be driven in part on <br />the success of collaboration with SMCTD and C/CAG on their <br />own plans for expanding the opportunities for commute alterna- <br />tives, including shuttle services. <br /> <br />Measure A <br /> <br />The 2009-2033 Measure A Expenditure Plan should enhance <br />funding opportunities for the Alliance. There are two specific <br />program elements that are particularly relevant to Alliance <br />Programs. <br /> <br />I. Provide local shuttle services to meet local mobility <br />needs and access to regional transit services. This is <br />4% of Measure A funds and is forecast to generate <br />$60 million (2004 dollars) to support shuttle program <br />efforts over the life of the plan. The plan suggests that <br />these funds will be matched with an additional $60 <br />million. This SMCTD is in the process of developing <br />Calls for Projects for this funding source. <br /> <br />2. One percent of the total revenue will be allocated <br />to fund traffic management projects and creative <br />congestion relief program. Over the 25-years, this <br />program element is expected to generate $15 million <br />(2004 dollars). <br /> <br />The Alliance should maximize its participation in these program <br />elements as a first priority for potential additional operations <br />funding. There are two other secondary categories of fund- <br />ing Including 3% of Measure A funds or $45 million bicycle and <br />pedestrian capital projects and 4% of the funds or $60 million is <br />allocated for specialized transportation mobility needs. While <br />the great majority of these funds will go to the cities, county and <br />Redi-Wheels, there may be future opportunities for partnering <br />on specific projects. <br /> <br />TransDortation Fund for Clean Air rrFCA) <br /> <br />There are two pots of money that the Bay Area Air Qual- <br />ity Management District provides to assist with auto emission <br />reduction. These funds are derived from $4 vehicle license fee <br />in the Bay Area. The 40% funds go to local counties as part of <br />the County Program Manager Fund and C/CAG is responsible <br />for administration of these funds. C/CAG contracts with the <br />Alliance to implement a work plan consistent with 40% pro- <br />gram goals. <br /> <br />The Transportation Fund for Clean Air (TFCA) Regional Fund <br />is a competitive grant program that provides funding for eligible <br />alternative fuel and trip reduction projects in the Bay Area. The <br />Air District's jurisdiction encompasses all of Alameda, Contra <br />Costa, Marin, Napa. San Francisco, San Mateo, and Santa <br />Clara counties, and the southern parts of Solano and Sonoma <br />counties. <br /> <br />43 <br />
