PERMIT NO. 6-94
(Issued on July 24, 1996, As
Amended Through March 4, 2010)
AMENDMENT NO. SIX
(Exclusive of Amendment No. Four)
City of Redwood City and
Keech Properties, LLC
Page 11

public access landscaping disturbed as a result of project construction; (b)
planting with primarily native vegetation the seasonal wetlands created as part
of this project and the levee slopes affected by project construction; and (c) a
program for eliminating existing exotic vegetation and preventing the
establishment of exotic vegetation at these sites.

b. Public Access Path and Areas. Prior to construction of any of the alternative
inland public access improvements on any parcel immediately adjacent to a
segment of the alternative inland access paths or areas (e.g. Lido Parcels 1, 2, 4,
6, Sa, and Sb, and G-3 and G-4), the permittees shall submit and receive
Commission approval pursuant to Special Condition II-A above, a planting
plan for the public access areas improvements on that segment of the access
area immediately adjacent to the parcel.

9. Handicapped Accessible. All public access facilities authorized or required under
terms of this authorization shall be designed so that they are handicapped accessible.
Each of the four public parking lots provided shall include at least one handicapped
parking space.

10. Minimizing Construction Interruptions. The permittees shall make every effort to
minimize closures and impacts to existing public access areas during project
construction. These existing public access areas on the perimeter levee shall be open
to the public after 5:00 p.m. and on weekends, whenever possible, and whenever
truck traffic on the levees is light, unless it is determined by the City of Redwood
City's Construction Engineer that the levee is unsafe for public use due to
construction activities. In addition, signs shall be installed at all public access
entrances informing the public of why the path is closed, when the path will be
open, possible detours, and when project construction will be completed.

For work authorized by Amendment No. Three, the permittees shall make every
effort to minimize the time needed to complete the levee improvements, which in no
case shall extend more than two months (Amendment No. Three).

11. Reasonable Rules Restrictions. The permittees may impose reasonable rules and
restrictions for the use of the public access areas to correct particular problems that
may arise. Such limitations, rules, and restrictions shall have first been approved by
or on behalf of the Commission upon a finding that the proposed rules would not
significantly affect the public nature of the area, would not unduly interfere with
reasonable publif use of the public access areas, and would tend to correct a specific
problem that the permittees have both identified and substantiated. Rules may
include limiting access for certain uses during California Clapper Rail breeding
season, limiting access for certain uses during predator control activities, closing
portions of levees used for nesting during some months of the year, restricting dog
use in the areas, restricting hours of use and delineating appropriate behavior.

12. Maintenance. The existing public access areas and improvements that will be
upgraded, and the new access and improvements required herein, approximately
25.4 acres, including pathways, parking, levees, created seasonal wetlands, and
landscaping.
