The revisions to the Project plans or proposals made, or agreed to be <br /> made before the proposed Negative Declaration was released to the <br /> public for review, avoid the effects and mitigate the effects to a point <br /> where clearly no significant effect on the environment will occur and, on <br /> the basis of the whole record before this Board (including the Initial Study <br /> and any comments received), there is no substantial evidence that (1) the <br /> Project, will have a significant effect on the environment and (2) all the <br /> potential significant effects have not been mitigated or avoided by the <br /> changes or alterations which have been required in, or incorporated into, <br /> the Project. <br /> 6. The Negative Declaration and approval thereof, reflect the Port's <br /> independent judgment and analysis. <br /> 7. The comments made by agencies and/or members of the public do not <br /> require additional mitigation measures and do not effect the conclusion <br /> that there are no potential significant environmental effects. The measures <br /> incorporated in the Project and Negative Declaration are compatible with <br /> surrounding land uses and shall not be inconsistent with planned uses in <br /> the area within which the Property is located. <br /> 8.
