The revisions to the Project plans or proposals made, or agreed to be made before the proposed Negative Declaration was released to the public for review, avoid the effects and mitigate the effects to a point where clearly no significant effect on the environment will occur and, on the basis of the whole record before this Board (including the Initial Study and any comments received), there is no substantial evidence that (1) the Project, will have a significant effect on the environment and (2) all the potential significant effects have not been mitigated or avoided by the changes or alterations which have been required in, or incorporated into, the Project. 6. The Negative Declaration and approval thereof, reflect the Port's independent judgment and analysis. 7. The comments made by agencies and/or members of the public do not require additional mitigation measures and do not effect the conclusion that there are no potential significant environmental effects. The measures incorporated in the Project and Negative Declaration are compatible with surrounding land uses and shall not be inconsistent with planned uses in the area within which the Property is located. 8.
