4.6 City Plans and Policies <br /> Working with the City, the ECT Program Manager and Assistant Program Manager shall review the <br /> available documentation and process status of the City plans and policies. The purpose of this activity is <br /> to ensure the Project and City plans and policies are coordinated. <br /> 4.7 Environmental Thresholds <br /> The ECT shall assemble environmental thresholds from the City's General Plan, previous environmental <br /> documents, and federal, state, and local regulations. The ECT in conjunction with the City shall identify <br /> environmental thresholds, where appropriate, to address federal, state, regional, and local policy and <br /> regulation. <br /> 4.8 Environmental Analysis Methodology <br /> The ECT shall assemble environmental analysis methodologies using previous environmental documents, <br /> and federal, state, and local uidelines. The ECT shall recommend analysis methodology hodolo <br /> Y gY where <br /> appropriate to address federal, state, regional, and local policy and regulation. Specific recommendations <br /> for transportation, air quality, and greenhouse gas will be provided to the City for consideration. <br /> 4.9 Project Setting <br /> The ECT shall assemble text and graphics that describe the existing project setting. The ECT will utilize <br /> the setting sections provided in accepted technical reports. The ECT shall prepare the Transportation <br /> setting. <br /> Task 5 Scoping Preparation (complete) <br /> 5.1 Environmental Participation Workshop (complete) <br /> The ECT shall work with the ERMT in developing a public workshop focusing on opportunities to <br /> participate in the preparation of CEQA and NEPA documents. Topics may include: how to comment on <br /> an EIR, how to identify alternatives, how to identify environmental thresholds, and what is the project <br /> schedule. <br /> 5.2 Notice of Preparation (complete) <br /> The ECT shall prepare a draft Notice of Preparation (NOP) for ERMT review and comment. <br /> Task 6 Project Scoping #1 <br /> Task 6.1 Project Description jcompletej <br /> Based on the outlines prepared in Task 4, the ECT shall prepare a Draft Project Description. The Project <br /> Description is to include but not be limited to land ownership, dimensions of facilities, acreage, <br /> descriptions of facilities, staging areas, phasing, population, employment, construction practices, <br /> operations, sustainability practices, public services to be provided and utility and transportation <br /> improvements. The ECT shall provide the drafts to the ERMT and City for review and comment.
